The proposed amendment will divide the general air-dried coating category into two parts: single-component and multi-component coatings, and reduce the VOC content of the single-component coating from 2.8 to 2.3 lbs/gal. Small-use exemptions for one gallon per day and 55 gallons per year of noncompliant coatings are also being deleted due to the availability of compliant coatings. This action will reduce 1.0 ton per day of volatile organic compounds by March 1999. This item was reviewed by the Stationary Source Committee on June 19, 1998.

The Executive Management Agreements for District Prosecutor Peter C. Mieras and Director of Transportation Programs Catherine L. Wasikowski expire July 31, 1998. The Acting Executive Officer proposes to execute a new contract with these individuals and this action is for the Board to approve the recommended compensation for each.

4. Authorize Use of Cooperative Federal, State, School, and Local Government Procurement Lists to Lease Photocopier Equipment

The AQMD has lease and maintenance agreements that cover 41 photocopiers including high-volume, color, and walk-up floor copiers. Analysis of existing lease practices indicates that economies-of-scale cooperative leasing from extensive procurement lists of federal, state, school, and local government agencies will allow staff to replace outdated equipment and lease new copiers resulting in annual savings of approximately $189,000. Furthermore, lease agreement terms are expected to be reduced from 5 years to 3 years which allows flexibility in meeting operational needs and adapting to changes in copier technology. Funds are included in the FY 1998-99 Budget and successive years would require annual appropriations. This item was reviewed by the Administrative Committee on June 19, 1998. Less than a quorum was present during the discussion of this item. Those Committee members who were present communicated their concurrence.

7. Execute Contract to Cost-Share Second Year Development and Demonstration of Advanced Premixer/Catalytic Combustor for Natural Gas Combustion Turbines

On February 14, 1997, the Board approved cost-sharing the first year of a two-year project to develop and demonstrate an advanced, ultra-NOx catalytic combustion system for natural gas-fired combustion turbines. The project, led by Clemson University Research Foundation's South Carolina Energy Research and Development Center, in conjunction with UC Irvine, Solar Turbines, Inc. and Catalytica Inc., has successfully achieved its first year goals. The objective of this proposal is to complete the second year of this $1,443,000 project. The AQMD contribution for the second year is $269,000, for a total project contribution of $534,000. This item was reviewed by the Technology Committee on June 26, 1998, and recommended for approval.

8. Execute Contracts for AQIP Proposals Received During Third Quarter of 1997

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. One of the compliance strategies under Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions that would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the third quarter of 1997 and this action is to recommend two for funding. The adjusted amount available for this quarter is $526,739. This item was discussed by the Mobile Source Committee on June 26, 1998, and forwarded to the Board without recommendation.

10. Issue RFP to Conduct Employer and Employee Surveys to Track Effectiveness of Voluntary Ridesharing and Other Emission Reduction Activities Among Employers Exempted from Rule 2202

Tracking the effectiveness of voluntary ridesharing and other emission reduction measures among employers exempted from Rule 2202 is essential to estimate the magnitude of the emission reduction shortfall and how it changes over time. This action is to issue an RFP to select a qualified contractor to collect the necessary survey data to estimate the emission reduction shortfall for the year 1998. This item was reviewed by the Mobile Source Committee on June 26, 1998, and recommended for approval.

11. Execute Contract to Review, Modify, or Prepare Air Toxics "Hot Spots" Information and Assessment Act Health Risk Assessments

On May 8, 1998, the Board authorized the release of an RFP to review, modify, or prepare the remaining Air Toxics "Hot Spots" Information and Assessment Act Health Risk Assessments at a cost not to exceed $500,000. Based on the proposal review panel's recommendations, staff proposes authorizing execution of a contract to Applied Modeling, Inc. to review, modify, or prepare these HRAs at a cost not to exceed $400,000. This amount represents a savings of $100,000 over the original cost estimate. A total of $400,000 is available in the AB 2588 Air Toxics Fund for this purpose. This item was reviewed by the Administrative Committee on June 19, 1998. Less than a quorum was present during the discussion of this item. Committee Members present communicated their concurrence.

12. Execute Contract to Develop Enhanced Ammonia Emissions Inventory as Part of Technical Enhancement Program for Year 2000 AQMP

On May 8, 1998 the AQMD released an RFP to solicit proposals for the Technical Enhancement Program for the Year 2000 AQMP (TEP 2000)project entitled "Ammonia Emission Inventory Enhancements." This action is to execute a contract with AeroVironment Environmental Services, Inc. Funding for this project had been allocated in the FY 1997-98 Budget. A separate board action at this meeting is proposed to reallocate funding for this project to the FY 1998-99 Budget. This item was reviewed by the Mobile Source Committee on June 26, 1998, and recommended for approval.

13. Execute Contract for Identification of State-of-the-Science Sampling, Analytical and Compliance Assessment Technologies in Support of Environmental Justice Initiative No. 8 - Field Inspection Technology

On February 13, 1998, the Board approved the issuance of an RFP to select contractors to identify state-of-the-science sampling, analytical and compliance assessment technologies in support of Environmental Justice Initiative No. 8 - Field Inspection Technology. Due to a lack of satisfactory bidders, the RFP was modified and re-released on April 14, 1998. A panel has reviewed the proposals and recommends executing a contract with Pacific Environmental Services. Funding for this project is included in the Fiscal Year 1998-99 Budget. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

14. Appropriate Funds from Undesignated Fund Balance to be Used to Develop Enforcement Strategies for Market-Based Programs

U.S. EPA awarded AQMD with a grant to develop enforcement strategies for market-based programs. The grant provides funding in the amount of $70,100 to organize, support, and host a national task force composed of members from various state and local air quality regulatory agencies. During FY 1997-98, $12,900 was used for initial project tasks. This action is to appropriate the remaining $57,200 to the FY 1998-99 Budget to complete the project. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

15. Recognize and Appropriate Funds from EPA for Environmental Justice Initiative No. 2 and PM2.5 Programs

EPA has allocated $110,000 Section 105 Supplemental Grant funds for the AQMD's Environmental Justice Initiative No. 2. EPA has also allocated $176,400 Section 103 Grant funds for the PM2.5 program. This action is to recognize these funds from EPA upon receipt, and appropriate these funds to the FY 1998-99 Budget for the Environmental Justice Initiative No. 2 and the PM2.5 programs. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

16. Appropriate Funds for Environmental Justice Initiative No. 2 and Technical Enhancement Program for Year 2000

For the implementation of the Environmental Justice Initiative No. 2 and the Technical Enhancement Program for the Year 2000 (TEP 2000), the Board approved funding in the FY 1997-98 Budget. This action is to appropriate unexpended funds for these programs from the FY 1997-98 Budget, which reverted to the Undesignated Reserves on June 30, 1998, to the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

17. Recognize and Appropriate Funds from ARB for Fourth Year Operation of Monitoring Sites for Children's Health Study in South Coast Air Basin

In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and enhanced four existing sites as part of the Children's Health Study. Each successive year, ARB has provided $150,000 to fund the operation. For FY 1998-99 and the conclusion of the study, ARB amended the agreement to provide $200,000 and extend operation of the seven remaining monitoring sites through November 1999. This action is to recognize the $200,000 from ARB and appropriate these funds to the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

18. Amend Contract with ThirdWave Corporation to Develop Workflow Automation System and Initial Application

AQMD is currently implementing a purchase requisition workflow application through a contract which was competitively awarded in April 1997 to ThirdWave Corporation for $149,985. The current contract expires March 30, 1999. There is a need to enhance the original design of the purchase requisition application to include additional functionality including a budget tracking database. This action is to amend the contract with ThirdWave Corporation to modify the Statement of Work and increase the contract amount by $33,590, for a total not to exceed $183,575. This item was discussed at the Administrative Committee meeting on June 19, 1998.

19. Issue RFP to Prequalify Vendors for Library Services and Supplies

The AQMD is seeking to prequalify vendors providing various library services and supplies. Vendors selected will be issued purchase orders for the acquisition, cataloging, and shelf preparation of books, periodicals, and other printed and multi-media materials in the AQMD's library. The use of blanket purchase orders facilitates acquisition of books, articles and reports, and reduces the labor required to type and process pre-paid purchase orders. This bidding and prequalification process will ensure that the AQMD is using the most cost-effective providers for these services and supplies. This item was reviewed by the Administrative Committee on June 19, 1998, and recommended for approval.

20. Issue RFP to Audit AB 2766 Fee Revenue Recipients for FYs 1995-96 and 1996-97

AB 2766 requires any agency that receives fee revenues subvened to the AQMD from the Department of Motor Vehicles to be audited once every two years. This action is to issue an RFP for an audit to be performed by an independent Certified Public Accountant selected by the AQMD. 21. Execute No-Cost Contract for Rule 2202 Training Services for Employee Transportation Coordinators

Under Rule 2202 - On-Road Motor Vehicle Mitigation Options, employers choosing to implement Employee Commute Reduction Programs (ECRPs) are required to designate an Employee Transportation Coordinator (ETC) who is responsible for developing, implementing, monitoring, and marketing an ECRP. The designated ETC must attend a one- time, 16-hour AQMD certified training course designed to educate the ETC about Rule 2202. The proposals received have been evaluated, and this action is to execute a contract with Ryan Snyder Associates, Inc. This item was reviewed by the Mobile Source Committee on June 26, 1998, and recommended for approval.

22. Implement Recommendations of Permit Streamlining Task Force Regarding Acceptance of Applications Initially Filed with 85 Percent or More of Permit Processing Fees

The Permit Streamlining Task Force recommends that the AQMD implement, on a 6-month trial basis, a program to accept and process applications initially filed with 85% or more of permit processing fees. The acceptance of these applications is contingent upon two conditions: (1) all other elements and information required to accept an application are complete, and (2) the balance of the fees is paid within 45 days of notice. The results of this permit streamlining proposal will be reviewed at the conclusion of the 6-month trial period and a report will be provided back to the Board with a final proposal regarding this issue. This item was discussed by the Administrative Committee on May 22, 1998, and the Permit Streamlining Task Force, May 29 and June 23, 1998.

30. Response to Performance Audit of AQMD for FY Ending June 1997

31. Status Report on Implementation of Rule 1186 and Amended Rule 403

On February 14, 1997, Rule 1186 and amendments to Rule 403 were adopted in part to comply with federal Clean Air Act requirements to implement BACM (Best Available Control Measures) for fugitive dust sources. The Board's adopting resolution also directed staff to provide a status report to the Board on outreach programs, working groups, funding opportunities, special studies, and other implementation progress by June 30, 1998. As directed, staff is submitting implementation status reports for Rule 1186 and Rule 403. This item was reviewed by the Mobile Source Committee on June 26, 1998.

31(A). Backstop and Annual Audit Procedures for Rule 1122 - Solvent Degreasers

The Board amended Rule 1122 - Solvent Degreasers in July 1997 to require cleaning materials used in cold cleaners to meet a VOC limit of 50 g/l by January 1999. In response to public testimony, the Board also directed staff to develop annual audit procedures and backstop provisions to ensure compliance with the future effective VOC limits of Rule 1122, and report back to the Board. This report fulfills the Board's directive.

39. Establish Procedure to Interview Candidates for Executive Officer Position

At the Executive Officer Search Committee meeting on June 17, 1998, the Committee, after lengthy discussion, recommended that the Board interview the top 10 candidates in a special meeting over a two-day period or in a one-day meeting; the final candidate group be pared down to the top three or four based on the interview process; and the top three or four candidates be interviewed by the Governing Board at a subsequent special meeting to select a final candidate for the Executive Officer position. Also, the Committee proposed that a Board member must be present during the interview screening process to be eligible to vote in selecting the final candidates.

40. Best Available Control Technology Guidelines -- Gas Turbines

The Board received and filed staff BACT/LAER Guidelines for natural gas-fired turbines at its April 10 and June 12, 1998 public meetings. However, several parties requested an opportunity to provide additional comments to the Board on this matter. This item is to provide such an opportunity.

41. Amend Rule 1401 - New Source Review of Toxic Air Contaminants

The proposed amended rule will implement part of Environmental Justice Initiative No. 10, to reopen for public comment Rule 1401 - New Source Review of Carcinogenic Air Contaminants. The proposed amendments will add Toxic Air Contaminants (TAC) to the list of compounds covered by the rule, add requirements for the protection of public health from the noncancer effects of the TACs, and propose specific exemptions. In addition, the proposed amended rule will implement Section 112(g) of the Federal Clean Air Act. This item was reviewed by the Stationary Source Committee on May 22, and June 19, 1998.

42. Amend Rule 1610 - Old-Vehicle Scrapping

In response to the Governing Board's direction to review Rule 1610 and its implementation, staff has developed amendments that will improve the overall effectiveness of the rule. The proposed amendments will enhance the enforceability of the rule, improve and expand the vehicle selection and acceptability criteria, and result in an improved implementation consistent with the original goal and intent of the rule. This item was reviewed by the Technology Committee on June 26, 1998.

43. Amend Rule 1612 - Credits for Clean On-Road Vehicles and Rule 1620 - Credits for Clean Off-Road Mobile Equipment

Proposed amendments respond to ARB concerns. These amendments include: (1) clarifying what actions may be taken in Rules 1612 and 1620 to implement projects that reduce vehicle emissions through the use of engine conversion kits, (2) eliminating the provision in Rule 1612 that allows the generation of credits for high-mileage fleet applications, and (3) specifying maximum baseline emission levels in Rule 1620 that are allowable for internal combustion engines. Other minor modifications to both rules update rule references for language consistency. This item was reviewed by the Mobile Source Committee on May 15, 1998.

44. Amend Rule 1902 - Transportation Conformity
Staff intends to continue the public hearing to the August 14, 1998 Board meeting.

In 1997, the federal Transportation Conformity Rule was amended by the U.S. EPA. The proposed amendments will incorporate (1) the recently adopted changes to the federal Transportation Conformity Rule; and (2) specific administrative changes into the interagency consultation procedures in the MOU. This item was reviewed by the Mobile Source Committee on June 26, 1998.

45. Rescind Rule 432 - Gasoline Specifications

Rule 432 sets a limit for specific hydrocarbon content in gasoline in terms of the degree of unsaturation or olefin content in gasoline sold or supplied in the District. The limit is Bromine number 30, which is equivalent to about 15 percent olefins. Beginning in 1996, California refineries have been producing California Reformulated Gasoline (CaRFG) as required by State law. The CaRFG specifications limits the amount of olefins in gasoline to a maximum of 10 percent by volume. Since the CaRFG specification limits olefin content in gasoline more effectively than Rule 432, staff recommends rescinding Rule 432. This item was reviewed by the Stationary Source Committee on May 22, 1998.
