4. Execute Contract to Support National Fuel Cell Research Center at University of California, Irvine

The National Fuel Cell Research Center (NFCRC) is being established at the University of California, Irvine (UCI) to develop, test, and showcase fuel cells and other advanced, low-emission power generation technologies. Founding Members of the NFCRC include the U.S. Department of Energy, Southern California Edison, Southern California Gas, and other industry partners. UCI has invited AQMD to become a Founding Member of the NFCRC. The annual fee is $40,000 with a minimum three-year membership, for a total cost of $120,000. As a member, AQMD will be involved in the NFCRC’s activities, have access to all data and reports, and receive assistance from NFCRC staff in technical evaluations of fuel cell technologies, reports, proposals, etc. This item was reviewed by the Technology Committee on January 16, 1998, and recommended for approval.

5. Execute Contract to Evaluate Efficiency of Zero- or Low-VOC Aqueous Solvents for Cleaning "Extra Heavy-Duty" Grease from Heavy-Duty Truck Parts

On December 12, 1997, the Board approved staffs` recommendation to conduct additional studies on the implementation of Rule 1171 - Solvent Cleaning Operations, for cleaning baked, carbonized and chemically combined grease and grime in heavy-duty truck repair and maintenance activities. This action is to award a contract to the College of Engineering - Center for Environmental Research and Technology (CE-CERT), to conduct a study in cooperation with the California Trucking Association (CTA), to identify and evaluate the cleaning efficiency of aqueous solvents on "hard to clean" parts with "extra heavy-duty" grease and grime for repair and maintenance operation of heavy-duty trucks. Total project cost not to exceed $50,000. This item was reviewed by the Technology Committee on January 16, 1998, and recommended for approval.

6. Amend Contract with City of Palm Desert to Cost-Share Year Three of Palm Desert Renewable Hydrogen Transportation Project

In 1995 the Board authorized $550,000 for the first two years of the Palm Desert Renewable Hydrogen Transportation Project to develop and demonstrate small vehicles powered by proton exchange membrane fuel cells (PEMFCs). Staff noted that an additional $275,000 might later be recommended for the third, final year. The Department of Energy is providing $1.44 million over three years; Palm Desert and industry are also providing funding. The first two years have been successful; three PEMFC-powered utility vehicles have been completed. Scope changes were made, including adding safety work and reducing the total number of vehicles. A third-year cost share for AQMD of $275,000 is proposed, bringing the total over three years to $825,000. This item was reviewed by the Technology Committee on January 16, 1998, and recommended for approval.

7. Execute Contracts for AQIP for Third Quarter of 1997

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. One of the compliance strategies under Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions that would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the third quarter of 1997 and this action is to recommend two for funding. The adjusted amount available for this quarter is $526,739. This item was reviewed by the Mobile Source Committee on January 16, 1998, and recommended for approval.

8. Execute Contract to Acquire Continuous Ambient CO Analyzers

On September 12, 1997, the Board approved an RFQ to acquire continuous CO analyzers for the AQMD’s ambient air monitoring network. The replacement analyzers are more reliable, less costly to maintain and operate, and consistent with the long-term air monitoring network streamlining process. This action is to execute a contract with Horiba Instruments, Inc. in the amount not to exceed $56,000 for the purchase of eight continuous ambient CO analyzers. Sufficient funds are allocated in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

9. Execute Contract to Purchase Lab-Based Gas Chromatograph/Mass Spectrometer

On November 14, 1997, the Board approved an RFQ to acquire a lab-based gas chromatograph/mass spectrometer for use in the PAMS program to identify VOCs in the ambient air of the South Coast Air Basin. The EPA has provided funding for this analytical instrument as part of the fifth-year PAMS allocation. This action is to execute a contract with Entech Instruments, Inc., in the amount not to exceed $88,856 for the purchase of a lab-based gas chromatograph/mass spectrometer. For this purchase, $90,000 has been appropriated in the FY 1997-98 Budget. This action was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

10. Execute Contract to Purchase Fourier Transform InfraRed Microscope and Workstation Upgrade

On November 14, 1997, the Board approved an RFQ to procure a Fourier Transform InfraRed Microscope and workstation upgrade. The Fourier Transform InfraRed Microscope and workstation upgrade will significantly improve the Laboratory’s forensic analysis of fallout samples and VOC analysis of paints, coatings, and other products. This action is to execute a contract with Nicolet Instrument Corporation to purchase a Fourier Transform InfraRed Microscope and workstation upgrade for the amount of $79,998. For this purchase, $80,000 has been appropriated in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

11. Execute Sole-Source Contract with The Planning Center for EV Signage Implementation as Part of the FY 1997-99 AB 2766 Discretionary Fund Work Program

The MSRC’s FY 1997-99 Work Program included $500,000 for signage implementation to procure/install directional signs for publicly accessible EV charging stations. After launching its EV "Quick Charge" Program in the FY 1995-97 Work Program, the MSRC recognized the need for signage implementation. In early 1997, to begin the process, the MSRC amended the existing contract with its Outreach Coordinator, The Planning Center, who was obtained through a formal bid process. Through that contract, The Planning Center obtained state approval for a word message and developed preliminary signage guidelines, the permitting and general process for implementation, and detailed maps/plans for signage placement. To continue their work and complete implementation, the MSRC proposes to execute a $500,000 sole-source contract with The Planning Center. The MSRC requests Board approval of this sole source.

12. Execute Contracts for Local Government Subvention Fund Match Program as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created a $6.5 million Local Government Subvention Fund Match Program which, through a simplified application process, provides a 25% match to cities and counties within the AQMD’s jurisdiction that receive AB 2766 City Subvention Funds. Eligible match categories include alternative fuels/electric vehicles, transportation related land-use strategies, public transportation (transit & rail), traffic management, transportation demand management (non-Rule 2202), market-based strategies, bicycles, and public education related to clean vehicles or transportation. Funds will be allocated on a first-come, first-serve basis. The application process is May 15, 1997, through March 3, 1998. At this time the MSRC is requesting approval of additional applications recently submitted by local governments.

13. Issue RFP to Obtain Project Consultant for Second Phase of EV Infrastructure Planning and Implementation as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program

The MSRC`s EV "Quick Charge" Program, launched in the FY 1995-97 AB 2766 Discretionary Fund Work Program, has already resulted in more than 300 EVs on the streets and 400 alternative fuel charging stations. The MSRC included additional funds in its FY 1997-99 Work Program for the second phase of this effort. At this time the MSRC proposes to release an RFP in the amount of $125,000 to obtain a Project Consultant for the second phase of EV infrastructure planning and implementation, known as the EVCharge Program. The Consultant will develop an EV Infrastructure Strategic Plan, outreach and marketing materials, and oversee deployment of the EVCharge Program. The MSRC requests Board approval to issue this RFP as part of the FY 1997-99 Work Program.

14. Issue RFP to Evaluate Low-NOx Combustion Systems for Natural Gas-Fired Large Water Heaters and Small Boilers

Large water heaters and small boilers rated between 75,000 and 2,000,000 Btu/hr heat input are estimated to emit over 14 tons of NOx per day in the Basin. Rule 1146.2 establishes NOx limits for these units that will reduce their contribution by about 9 tons per day. This action is to issue an RFP to select a contractor to conduct the implementation study proposed in conjunction with Rule 1146.2 to evaluate the technical performance and costs of low-NOx combustion systems for large water heaters and small boilers. The AQMD cost to fund this project shall not exceed $150,000. This item was reviewed by the Technology Committee on January 16, 1998, and recommended for approval.

15. Issue RFP for Third-Party Workers` Compensation and Liability Adjusting Services

AQMD’s three-year contract with JT2 Integrated Resources Inc., for claims administration services expires May 31, 1998. This RFP is to solicit bids from qualified firms or sole practitioners to provide claims services to AQMD for the next three-year period, commencing June 1, 1998. The contract award is expected to be an amount not to exceed $37,000 per year for three years. Appropriation of funds will be required for each successive year. This item was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

16. Issue RFP to Identify State-of-the-Science Sampling, Analytical, and Compliance Assessment Technologies in Support of Environmental Justice Initiative No. 8 - Field Inspection Technology

On December 12, 1997, the Board approved the proposed workplans to develop testing and analysis technology refinements and to improve in-field enforcement capabilities in support of Environmental Justice Initiative No. 8. This RFP invites technical assistance to conduct a state-of-the-science review; assess existing AQMD capabilities; and identify and evaluate advanced inspection, testing, and analytical technology that may be available to augment, upgrade, or replace current equipment and methodologies with the overall goal to enhance the effectiveness of AQMD field compliance investigations. The contract award is not to exceed $45,000. Sufficient funds are available in the FY 1997 - 98 budget. This item was reviewed by the Adminstrative Committee on January 23, 1998, and recommended for approval.

17. Issue RFP for Network Infrastructure Upgrade

As AQMD’s computer applications have grown, so have the demands on local area network bandwidth. Our current network infrastructure was designed and installed in 1990 and can no longer accommodate further bandwidth demands. A multi-phase network infrastructure upgrade is needed to support the expanding network-based computer applications. This action is to issue an RFP to obtain the first of a three-phase network infrastructure upgrade. Funds for these services ($350,000) are included in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

18. Issue RFQ for High-Speed Remote Access Upgrade

The increasing demand of off-site access to AQMD information facilities is outpacing the current capability of the voice and data systems. An upgrade to the existing data and voice systems is necessary to provide high-speed remote access. This upgrade will enable the AQMD to take advantage of contemporary offerings such as Integrated Services Digital Network (ISDN) and other low-cost, high-throughput technologies. This action is to issue an RFQ to obtain upgrades for high-speed remote access. Funds for these services ($100,000) are included in the FY 1997-98 budget. This item was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

19. Recognize Revenue from Settlement Agreements, Appropriate Funds from General Fund and Reallocate Funds in the FY 1997-98 Budget for Environmental Justice Initiative No. 2

For implementation of Environmental Justice Initiative No. 2, Ambient Monitoring of Air Toxics, AQMD needs to supplement existing monitoring and laboratory resources with temporary staff and to purchase a third mobile platform to meet objectives of the Microscale Study. This action is to recognize $110,000 in revenue from settlement agreements for use to supplement environmental projects and appropriate this $110,000 along with reallocation of previously authorized funding in the FY 1997-98 Budget to fund a third mobile platform, monitoring equipment and staff support. This item was reviewed by the Administrative and Stationary Source Committees on January 23, 1998, and recommended for approval.

20. Recognize and Appropriate Funds from EPA for Sixth-Year PAMS Program

EPA has allocated Section 105 grant funds to AQMD for the sixth year of the PAMS program. The AQMD is designated to receive $854,622 for staffing, purchase of fixed assets and supplies, and purchase or lease of equipment to continue the program. This action is to recognize $854,622 from EPA upon receipt, and to appropriate these funds to the FY 1997-98 Budget for the program’s sixth-year implementation. 21. Approve the Technical Enhancement Program for the Year 2000 AQMP Revision Workplan

To provide a sound technical foundation for the year 2000 AQMP Revision, the AQMD is embarking on a comprehensive Technical Enhancement Program (TEP 2000). TEP 2000 will expand upon the 1995 PM10 Technical Enhancement Program improvements and will focus on enhancements in the areas of monitoring, emissions inventory, and air quality modeling. Staff has identified $539,000 within the FY 1997-98 Budget and an additional $432,000 from the pending Three-Year Budget Forecast to partially fund the $1,339,888 to $1,415,888 program. Staff will seek to obtain co-sponsorships to fully fund the program. This item was presented at the Mobile Source Committee on December 11, 1997 (no quorum); it was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

22. Preparation of Three-Year Budget Forecast

State law requires the AQMD to prepare and submit annually to the state board a three-year budget forecast based upon existing programs and rules, and new programs or rules to be adopted. 37. Amend Section 111 of the Administrative Code Regarding District Board Members’ Expenses

At the December 12, 1997 meeting, the Board amended Administrative Code Section 111 to provide that the Board Chair may approve travel already taken when, through oversight or in the event of unanticipated travel, a Board Member inadvertently does not obtain advance approval. Staff agreed to bring further amendments back to the Board for consideration. The main purpose of these amendments is to further define "official business" for which compensation of $100 per day may be paid. Staff also has made edits to reorganize the provisions of Section 111 in a more logical order and to update language to conform to current practice relating to processing expense claims and Board Member travel reporting requirements. This was reviewed by the Administrative Committee on January 23, 1998, and recommended for approval.

38. Adopt Resolution Regarding: 1) EPA Approval of 1997 AQMP and Credit Rules;
2) Issues Related to SIP, Title III, and Title V; and 3) Federal Grant Allocations

This action is for the Board to adopt a resolution urging U.S. EPA to expeditiously approve or disapprove the 1997 AQMP and credit rules; to adopt reasonable and flexible implementation plans for federal Title III and Title V programs; and to grant to South Coast AQMD its proportionate fair share of federal air quality grant funds in the upcoming and subsequent budget years.

On November 15, 1997, at the informational hearing on the Los Angeles Export Terminal, the Board directed staff to develop a policy for Board Review for Multi-Year, Multi-Phase Projects. Rule 1118 - Emissions from Refinery Flares was adopted on January 9, 1998. However, the definitions section of the rule was inadvertently left out of the Board package during printing. Therefore, Rule 1118 - Emissions from Refinery Flares is being readopted.

41. Amend Rule 1168 - Adhesive Applications

Proposed amendments to Rule 1168 will address issues identified by the U.S. EPA for inclusion in the SIP and extend the sunset date of exemption (j)(17) regarding rubber sheet-applied lining operations from January 1998 to January 2000. The U.S. EPA-identified revisions result in the creation of new subcategories of adhesives, sealants, and sealant primers with corresponding VOC content limits and a change in the small user exemption criteria for non-compliant adhesives. This proposal will delay 0.02 ton per day of VOC emission reductions from 1998 to 2000. This item was reviewed by the Stationary Source Committee on January 23, 1998.

The proposed amendments address SIP changes recommended by EPA; implement the requirements of 40 CFR, Part 60, Subpart Cc - Emission Guidelines and Compliance Times for Municipal Solid Waste Landfills; include the requirements of Rule 1150.2 - Control of Gaseous Emissions From Inactive Landfills; and embody the Guidelines for Implementation of Rule 1150.1 as an attachment to the proposed rule.
