PROPOSAL:

Amend Contract for Facility Permits Processing System to Transfer Funds from Phase I to Phase II of Work Scope

SYNOPSIS:

Development of the Facility Permits Processing System (FPPS) has two phases: design and implementation. Of the total contract funds ($550,000), $236,000 was targeted for Phase I. Due to a refocusing of the Phase I effort $48,000 of the original $236,000 is available for Phase II. This action is to amend the contract with Sierra Cybernetics to transfer $48,000 from Phase I to Phase II. Funds for these services are already encumbered by the contract.

Authorize the Chairman of the Board to amend the contract with Sierra Cybernetics to transfer $48,000 for development of the Facility Permit Processing System from Phase I to Phase II.

Background

At its June 14, 1996 meeting, the Board authorized the award of a contract for $400,000 from the FY 1995-96 Budget for the Facility Permits Processing System (FPPS). The FPPS is intended to streamline and improve facility permit data entry and add necessary permit processing functionality. The work effort was divided into two phases to cover the modular development of the FPPS: design (Phase I) and building and implementation (Phase II). Originally, $236,000 was identified for Phase I with the remaining $164,000 available to initiate Phase II.

At its April 11, 1997 meeting, the Board approved an amendment to extend the contract term to March 31, 1998, and increase the contract funding by $150,000 for continuation of Phase II. A staff reevaluation of the FPPS design indicates that Phase I efforts on four of the modules are not needed in this contract. Redirecting funds for these four modules ($48,000) to Phase II is of more value to project goals.

Proposal

This action is to amend the contract with Sierra Cybernetics to transfer $48,000 of the FPPS contract funds from Phase I to Phase II.

Resource Impacts

The transfer of $48,000 from the FPPS Phase I effort to the FPPS Phase II effort will not change the total contract amount of $550,000.
