On September 19, 1997 the Administrative Committee recommended that an interim policy be adopted to comply with changes in the law due to imposition of Proposition 209 and certain federal requirements. This action is for the Board to consider adoption of an Interim Contracting and Purchasing Policy and an Interim Consultant Selection Policy to be effective until a revised policy can be adopted.

3. Set Public Hearing November 14, 1997 to Amend Rule 1110.2 - Emissions from Gaseous- and Liquid-Fueled Internal Combustion Engines

Proposed amendments will revise the requirements for portable engines to be consistent with federal and state regulations, delete the continuous emission monitoring requirements for CO, remove compliance plan submittal requirements, revise source testing requirements for all stationary engines, specify that CEMS meet CFR requirements, allow an alternative to CEMS, and authorize alternate emission limits equivalent to replacement with electric motors. Further, the exemption for snow manufacture and ski lift operations will be amended, exemptions added for operations on San Clemente Island, EPA non-road engines, engines registered by CARB, and the exemption for operations during a declared disaster or state of emergency is deleted. This item is scheduled for review by the Stationary Source Committee on October 24, 1997.

4. Set Public Hearing November 14, 1997 to Rescind Rule 1110 - Emissions from Stationary Internal Combustion Engines (Demonstration)

Rule 1110 was adopted November 6, 1981 to set up a demonstration program to collect emission data for Rule 1110.1 - Emissions from Stationary Internal Combustion Engines. The demonstration program has been completed and none of the provisions of the Rule are currently applicable; therefore, recission of the rule is recommended. This item is scheduled for review by the Stationary Source Committee on October 24, 1997.

5. Set Public Hearing November 14, 1997 to Adopt Proposed Rule 1138 - Control of Emissions from Restaurant Operations

Proposed Rule 1138 will reduce emissions of PM2.5 and VOC from chain-driven charbroilers by requiring the addition of flameless catalytic oxidizers or equivalent methods. Catalytic oxidizers are concurrently being adopted as BACT through the update of AQMD BACT Guidelines. The proposed rule will reduce visible emissions and odors from about 800 restaurants. Future rule amendments may apply to other restaurant equipment if cost-effective technologies are available. This item was reviewed by the Stationary Source Committee on August 25, 1997.

6. Set Public Hearing November 14, 1997 to Adopt Proposed Rule 2503 - Enforceable Procedures

Proposed Rule 2503 will expand on the enforceable procedures guidelines developed in Rule 2501 - Air Quality Investment Program and establish monitoring, recordkeeping, and reporting requirements for AQIP emission reductions as an alternative to compliance with the emission limitation requirements of Regulation IV - Prohibitions and Regulation XI - Source Specific Standards. The proposed rule will also specify the quantification methodologies necessary to determine the amount of AQIP emission reductions required. This item was reviewed by the Mobile Source Committee on September 26, 1997.

7. Set Public Hearing November 14, 1997, to Adopt Proposed Rule 1613 - Credits for Truck Stop Electrification

Proposed Rule 1613 will provide a mechanism for generating MSERCs for reducing heavy-duty truck idling emissions by the voluntary use of electricity to power truck cab electrification packages while the truck is parked at a truck stop. The proposed rule will meet the 1997 AQMP commitment for Control Measure MON-10. This item was reviewed by the Mobile Source Committee on September 26, 1997.

8. Execute Contract to Co-Sponsor Development of Direct Methanol Fuel Cell

The Jet Propulsion Laboratory (JPL), in conjunction with the California Institute of Technology (Cal Tech), has submitted a proposal to further develop its first-generation direct methanol fuel cell (DMFC). In Phase 1, the project team will design, fabricate, and test a 1 kW DMFC stack and system, with the potential to install it in a vehicle in subsequent phases. Total cost of Phase 1 is approximately $638,500, of which AQMD will provide $338,500 and ARB will provide $300,000. AQMD shall be the lead funding agency and act as a pass-through for ARB funds. Cal Tech will be the prime contractor on behalf of JPL. This item was reviewed by the Technology Committee on September 26, 1997, and recommended for approval.

9. Execute Contract to Cost-Share Demonstration of LNG in Detroit Diesel Corporation Series 60G Engine and Support Downtown Los Angeles LNG Fueling Station

Acurex Environmental Corporation and Detroit Diesel Corporation (DDC) propose to convert an existing DDC Series 60 compressed natural gas engine, operating in a Los Angeles Times truck, to liquefied natural gas operation. Acurex will provide technical support, data collection, and reporting. DDC will provide field support and continued engine development, with the intent of pursuing engine certification as a LNG engine. Further, the proposed contract will support operation of an existing LNG fueling facility in downtown Los Angeles. Total cost of the proposed project is $1,416,166, with $316,166 in AQMD cost-share. This item was reviewed by the Technology Committee on September 26, 1997, and recommended for approval.

10. Execute Contract to Cost-Share Outreach and Technical Assistance to Transfer Professional Wet Cleaning Technology to the Dry Cleaning Industry

Occidental College, with UCLA, has proposed a pollution-prevention outreach project to facilitate the commercialization of professional wet cleaning technology. The project would convey the results of a successful demonstration, cosponsored by AQMD, of an innovative technology in which over 35,000 pieces of clothing made of different fabrics, marked mainly "dry clean only," were water-washed in computer-controlled washers and dryers. The target audience would include local dry cleaners, national garment manufacturers, and shopping mall owners. The total cost of the proposed outreach project is $194,000. The proposed AQMD cost-share is $76,000. This item was reviewed by the Technology Committee on September 26, 1997, and recommended for approval.

11. Execute Contract to Demonstrate Advanced EV Batteries

U.S. Electricar has proposed to develop and demonstrate improved EV performance through the use of available advanced batteries and high-rate charging. The objective is to improve EV range and performance. Fourteen electric S-10 pickup trucks will be equipped with one of four types of advanced batteries and will be charged using four different charging rates and algorithms. The total cost of this 16-month project is $2.98 million, with AQMD cost-share not to exceed $250,000. This item was reviewed by the Technology Committee on September 26, 1997, and recommended for approval.

12. Execute Lease of Two Electric Vehicles

AQMD frequently demonstrates new clean-fuel vehicles to public and private organizations so that potential purchasers may familiarize themselves with available low-emission clean fuel technologies. This is especially needed for EVs which are very different from conventional vehicles due to their limited range and need for charging infrastructure. It is proposed that the AQMD lease four new EVs: Honda EV PLUS and Toyota RAV-4 EV. The total cost of these multi-year leases will not exceed $42,000. This item was reviewed by the Technology Committee on September 26, 1997, and recommended for approval.

13. Execute Contract to Acquire Meteorological Sensor Systems

As part of the AQMD’s air monitoring network modernization program, 13 Meteorological Sensor Systems (MSSs) are needed to replace outdated sensors, and to reduce operation and maintenance costs. Under the Board’s Contracting and Purchasing Policy, a prior bid may be used for purchasing this equipment. On May 9, 1997, the Board approved the purchase of seven MSSs from Met One Instruments using a competitive bid process. The vendor has confirmed that the prior bid is still valid. This action is to execute a contract with Met One Instruments in an amount not to exceed $110,000 for the purchase of 13 MSSs. Sufficient funds are allocated in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on September 19, 1997, and recommended for approval.

14. Execute Contract to Perform Data Analysis of PAMS Network Data and 1997 Southern California Ozone Study Field Measurement Data

On May 9, 1997, the Board approved the release of an RFP to perform data analysis of PAMS network data and 1997 Southern California Ozone Study field measurement data. The two proposals submitted in response to the RFP have been evaluated and a proposed contractor selected. This action is to execute a contract with Sonoma Technology, Inc., in an amount not to exceed $229,826. This item was reviewed by the Mobile Source Committee on September 26, 1997, and recommended for approval.

15. Execute Contracts for AQIP for Second Quarter of 1997

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. As one compliance strategy, Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions that would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the second quarter of 1997 and this action is to recommend one for funding. The adjusted amount available for this quarter is $463,121. This item was reviewed by the Mobile Source Committee on September 26, 1997, and recommended for approval.

16. Establish Lists of Pre-Qualified Vendors to Provide Publishing Services for Legal Notices and Advertisements, Miscellaneous Office Supplies, and Consumable Computer Supplies

On June 13, 1997, the Board approved the release of RFQs for publishing services for legal notices and advertisements, miscellaneous office supplies, and consumable computer supplies. This item is to establish lists of pre-qualified vendors from which purchases are made for these services and supplies for a twelve-month period. This item was reviewed by the Administrative Committee on September 19, 1997, and recommended for approval.

17. Authorize Purchase of Standard Office Software Upgrades

Last fiscal year AQMD upgraded staff desktop operating systems to Windows 95. To take full advantage of the capabilities and features of this upgrade and complete the enhancements begun last year, standard office software must also be upgraded. The standard office software currently in-place works less efficiently with the new operating system and is being phased out by the industry. This action is to authorize purchase of standard office software upgrades. Funds for this purchase ($135,000) are included in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on August 22, 1997, and recommended for approval.

18. Authorize Purchase of Network Laser Printers

Many of the AQMD’s laser printers are older models nearing the end of their life cycles. They also lack the capabilities and features that are necessary to our staff such as duplex and envelope printing, and multiple input paper trays. This action is to authorize purchase of network laser printer replacements or upgrades from a qualified vendor to enhance staff productivity. Funds for these fixed assets ($50,000) are included in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on September 19, 1997, and recommended for approval.

19. Execute Contracts for Local Government Subvention Fund Match Program as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created a $6.5 million Local Government Subvention Fund Match Program which, through a simplified application process, provides a 25% match to cities and counties within the AQMD’s jurisdiction that receive AB 2766 City Subvention Funds. Eligible match categories include alternative fuels/electric vehicles, transportation related land-use strategies, public transportation (transit & rail), traffic management, transportation demand management (non-Rule 2202), market-based strategies, bicycles, and public education related to clean vehicles or transportation. Funds will be allocated on a first-come, first-serve basis. The six-month application process is May 15 through November 15, 1997. At this time the MSRC is requesting Board approval of applications recently submitted by local governments.

20. Approve Research and Development and TCM Projects within FY 1997-99 AB 2766 Discretionary Fund Work Program; Authorize MSRC the Ability to Adjust Up to An Additional 5% for Funding of Individual Projects; Authorize Execution of Agreements

The Board’s April 11, 1997 approval in concept of the FY 1997-99 Discretionary Fund Work Program included a $500,000 Research and Development (R&D) Program and a $2.5 million TCM Program. Following this approval, one R&D RFP and three TCM RFPs were released. The TCM RFPs solicited proposals for projects in the areas of market incentives, student education and smart shuttles. Thirty-one proposals were received by the 5 p.m. deadline on Tuesday, June 24. At its August 28, 1997 and October 23, 1997 meetings, the MSRC reviewed its Technical Advisory Committee’s recommendations for these proposals as part of the FY 1997-99 Work Program. The MSRC requests Board approval of these Work Program projects; authority to adjust up to an additional 5%, as necessary, the funding of individual projects; and authority to execute agreements.

21. Approve Portion of ZEV/ULEV Program within FY 1997-99 AB 2766 Discretionary Fund Work Program and Authorize Execution of Contract with California Electric Transportation Coalition

The Board’s April 11, 1997 approval in concept of the FY 1997-99 AB 2766 Discretionary Fund Work Program included an $8.55 million ZEV/ULEV Program. At its August 28, 1997 meeting, the MSRC unanimously approved $8,000 of co-funding toward an EV survey currently being conducted by the California Electric Transportation Coalition (CalETC), in coordination with a consortium of private/public agencies and automobile manufacturers, to assist in determining the future placement of EV charging stations. The MSRC’s allocation of AB 2766 Discretionary Funds are intended to complement an existing $40,000 contract between the AQMD’s Technology Advancement office and CalETC. The consortium also contributed equivalent dollars or in-kind contributions. The MSRC requests Board approval of this effort as part of the FY 1997-99 Work Program.

22. Issue RFP for Privatization of Portions of Annual Emissions Report Program

For the past two years, the AQMD has utilized an outside contractor to prepare and distribute the Annual Emission Report (AER) packages, provide program support and public assistance, and collect and compile reported emissions and fee data. In order to enhance program efficiency and improve services to facilities, it is necessary to continue to privatize portions of the AER program. This action is to identify qualified contractor(s) for implementing the 1997-98 AER Program. Funding of up to $250,000 is available in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on September 19, 1997, and recommended for approval.

23. Issue RFQs to Pre-Qualify Vendors for Printing and Photocopy Paper, Printing Services, Automotive Mechanical Repair and Service, and Unleaded Fuel

BACT, which is equivalent to federal Lowest Achievable Emissions Rate (LAER) in California, is required for new, modified, and relocated sources. This report clarifies the determination of LAER, pursuant to the federal Clean Air Act, and its impact on the determination of BACT by the AQMD, subject to state law.

38. Adopt Guiding Principles and Approve Workplan to Implement Environmental Justice Initiatives Proposed by Chairman William Burke

At the September 12, 1997 Board meeting, Chairman William Burke presented ten proposed Environmental Justice Initiatives. These Initiatives, along with four Guiding Principles, set forth a strategy to help ensure that clean air benefits are accorded to all citizens and communities of the South Coast Air Quality Management District. These Initiatives will help to identify and address potential areas of the AQMD where citizens may be disproportionately impacted by air pollutants. This letter provides staff’s initial implementation proposal for each initiative, including possible resource requirements and proposed timelines. Upon Board approval, staff will proceed with implementation of the Initiatives.

Proposed amendments to Title V rules will improved clarity, increase flexibility and enhance enforceability of the program and Title V permits. Amendments will reduce the number of facilities required to obtain a Title V permit during the first three years of the program and streamline the procedures for public, affected State and EPA reviews. Proposed amendments to Rule 212 will increase the notice distribution distance for sources located near schools to incorporate the changes to the state law. In addition, amendments will eliminate one-quarter mile noticing for certain facilities and establish new criteria for public notification of significant projects involving toxic emissions. This item was reviewed by the Stationary Source Committee on September 19, 1997.

41. Issue RFP for Legislative Consulting Services

The Legislative Committee has been reviewing the AQMD’s legislative program and is exploring the feasibility of securing legislative consulting services to further enhance AQMD’s Sacramento and Washington, D.C. related activities. Because of the lead time inherent in issuing an RFP, and to facilitate the Board’s wishes should it ultimately decide to secure legislative consulting services, Legislative Committee Chairman Richard Alarcón is requesting authorization for the Acting Executive Officer, in consultation with the Board Chairman, Vice Chairman, and Legislative Committee Chairman, to issue an RFP for legislative consulting services. Any recommendation to enter into a contract will be brought back to the Board for consideration.
