Proposed Rule 2501 will provide an alternative compliance option to sources subject to source-specific AQMD rules and regulations by creating an air quality investment fund. Source operators with specific emission limitations under Regulations IV, XI, or Rule 2202 can voluntarily participate in the program by submitting a specified fee into the AQIP. This fee would be used to fund stationary and mobile source projects that would result in emission reductions equivalent to, or greater than, emission reductions required by the source-specific rules. This was reviewed by the Mobile Source Committee on February 28, 1997.

3. Set Public Hearing April 11, 1997 to Amend Rule 1168 - Control of Volatile Organic Compound Emissions from Adhesive Application

Proposed amendments will: (i) implement recent changes to the Health and Safety Code; (ii) defer certain future VOC limits from January 1, 1998 to January 1, 2003, to allow further time for product formulation; and (iii) adjust some VOC limits due to changes in test methods. The change in state law will result in a loss of 0.2 ton per day of VOC emission reductions, and the remaining revisions will defer 0.7 ton per day of VOC emission reductions from 1998 to 2003. This was reviewed by the Stationary Source Committee on February 21, 1997.

4. Set Public Hearing April 11, 1997 to Amend Rule 1134 - Emissions of Oxides of Nitrogen from Stationary Gas Turbines

Proposed amendments address SIP changes recommended by EPA to provide relief to those facilities utilizing digester gas fuel in controlled gas turbine units by increasing the NOx emission limit associated with use of this fuel. The amendments propose to increase the NOx limit from 9 ppm to
25 ppm at any facility with gas turbine units of less than 10 megawatts in size. This was reviewed by the Stationary Source Committee on February 21, 1997.

4(A). Set Public Hearing April 11, 1997 to Amend Rule 1610 - Old-Vehicle Scrapping

Administrative revisions to Rule 1610 - Old-Vehicle Scrapping are proposed in response to recent discussions with the U.S. EPA pending their approval of the rule. The revisions include clarifying language on the existing intent of the rule to prohibit the use of MSERCs to meet federal maximum available control technology for air toxic contaminants as required under Section 112(d) of the federal Clean Air Act, and federal ozone measures as required under Section 183 of the federal Clean Air Act. This is scheduled for review by the Mobile Source Committee on March 28, 1997.

5. Execute Contract with Sierra Cybernetics to Enhance the Electronic Permit Application Filing System

On December 13, 1996, the Board approved an RFP to solicit bids for enhancement of the electronic permit application filing system. A pilot system, called Web-Actuated Request for Permits (WARP), was developed and implemented in November 1996. This first phase of enhancements to WARP will add features recommended by users, and expand the system to include additional equipment types and more facilities. This action is to obtain Board approval to execute a contract with Sierra Cybernetics in a sum not to exceed $84,864. This was reviewed by the Administrative Committee on February 21, 1997, and recommended for approval.

6. Execute Contract with ISE Research to Develop and Demonstrate Heavy-Duty Hybrid-Electric Truck Fueled with Compressed Natural Gas

The AQMD has received a proposal from ISE Research to develop and demonstrate a heavy-duty hybrid-electric truck fueled with compressed natural gas. Hybrid-electric drivetrains, using electric motors and engine-alternators called auxiliary power units (APUs), have demonstrated low NOx and particulate emissions. This occurs because the APU operates at high efficiency and may use a clean fuel for very low emissions. Total project cost is $971,700. AQMD cost-sharing is $200,000. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

7. Execute Contract with Southwest Research Institute to Measure Evaporative Emissions From Off-Road Equipment Powered by Gasoline and Liquefied Petroleum Gas Engines of 25 to 175 Horsepower

Evaporative emissions from off-road equipment powered by gasoline and liquefied petroleum gas (LPG) engines of 25 to 175 horsepower contribute significantly to the South Coast Air Basin’s mobile source emissions. There are currently no emissions standards and control requirements for these engines. Based on results of a competitive solicitation, Southwest Research Institute has been selected to conduct evaporative emissions measurements from off-road vehicles. Total project cost is $131,563. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

8. Execute Contract with Acurex Environmental Corporation to Cost-Share Demonstration of Cryogenic Refrigeration Technology in Truck Trailers

Acurex Environmental Corporation has proposed a demonstration of prototype cryogenic refrigeration technology on trailers at a truck host site in the Basin. The technology, originally developed by General Cryogenics, Inc. and licensed to Thermo King Corporation, operates using liquid carbon dioxide as the refrigerant and to power the air recirculation pump in the cooling mode, eliminating the need for both chlorofluorocarbon coolant and the conventional diesel-powered compressor-type refrigerator. Total project cost is $500,000, with AQMD cost-sharing of $250,000. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

9. Issue RFP to Develop and Demonstrate Low-Emission Alternative Fuel Two- and Four-Cycle Commercial Lawn and Garden Equipment

Lawn and garden equipment contribute significantly to the Basin’s VOC and CO emissions. This action is to issue an RFP to develop and demonstrate low-emission alternative fuel commercial lawn and garden equipment. AQMD funding for this $700,000 project is $350,000. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

10. Issue RFP to Develop and Demonstrate the Most Efficient and Cost-Effective Control Technology for Underfired Charbroilers

There are approximately 10,000 restaurants in the Basin using underfired charbroilers. The AQMD`s proposed Rule 1138 would control PM10 and VOC emissions from these charbroilers by establishing emissions limits. The proposed RFP asks for the development and demonstration of a cost-effective control technology to achieve the desired limits. The AQMD is the sole participant in this project, and the total funding shall not exceed $150,000. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

11. Issue RFP to Develop and Demonstrate Optimized Design for Liquefied Natural Gas Storage and Dispensing for Fleet Vehicle Applications

LNG is of interest to a growing number of truck fleets; however, storage and dispensing of cryogenic LNG for truck fleet applications has not been optimized. Standardized design of LNG dispensing stations is needed to minimize vapor loss; retain fuel composition over extended periods; and minimize construction, operation and maintenance costs. This action is to issue an RFP for development and demonstration of a cost-effective design for storage and dispensing of LNG for truck fleet applications. Proposed AQMD funding for this project is $300,000. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

12. Issue RFP for Electronic Alternatives to Strip Chart Recorders

State law allows facilities to keep records from CEMS electronically rather than with strip chart recorders. The law further allows the AQMD to require that electronic alternatives have the same degree of signal path security as existing strip chart recorders. A jointly funded Western State Petroleum Association (WSPA)/AQMD study is proposed to investigate electronic alternatives and define performance specifications to ensure equivalent signal path security. WSPA has stated its intent to fund up to 50% of the study, the total for which is not to exceed $37,500. This was reviewed by the Administrative Committee on February 21, 1997, and recommended for approval.

13. Issue RFP for Employee Relations Litigation and/or Negotiation Services

AQMD’s three-year contract with Goldstein, Kennedy & Petito for employee relations litigation and negotiation services expires June 30, 1997. The purpose of this RFP is to solicit bids from qualified law firms and sole practitioners to establish a prequalified list of employee relations litigation and/or negotiation services providers to represent the AQMD as needed. This list will remain in effect for three years commencing July 1, 1997. Expenditures are expected not to exceed $250,000 per year for three years. This was reviewed by the Administrative Committee on February 21, 1997, and recommended for approval.

14. Issue RFP for Technical Advisor Services to the MSRC in Support of the AB 2766 Discretionary Fund Program

Currently, the MSRC receives Technical Advisor Services from Raymond Gorski through a sole-source contract. Mr. Gorski was previously employed by SAIC which had been retained as the MSRC’s Technical Advisor through an RFP. When SAIC’s contract terminated, the MSRC retained Mr. Gorski through a sole-source contract to provide continuity of service. While the MSRC is satisfied with the services performed by its Technical Advisor, staff has recommended that because of the sole-source nature of the prior contract, the contract should go through the bidding process. To provide equal opportunity, and adhere to AQMD practice, the MSRC requests the Governing Board’s approval to issue an RFP for these services.

15. Issue RFP to Conduct Performance Audit for FY Ending June 30, 1997

Health and Safety Code Section 40453 requires the AQMD to contract by July 1, 1997 with a qualified auditing firm to conduct a performance audit of AQMD programs. This action is to issue an RFP to seek a qualified firm to perform the audit. Sufficient funds will be budgeted in the FY 1997-98 budget.

18. Program Cost Estimate for Implementing the Air Toxics "Hot Spots" Information and Assessment Act (AB 2588) During FY 1997-98

The Air Toxics "Hot Spots" Information and Assessment Act requires air districts to annually transmit to CARB an AQMD Board-approved estimate for local program implementation. This proposed estimate must be approved and transmitted to CARB before April 1, 1997 to be included in the state’s new approved fee rule. This was reviewed by the Administrative Committee and the Stationary Source Committee on February 21, 1997, and recommended for approval.

18(A) Modify Contingency Purchase/Sales Agreement for Real Property Located at 9150 Flair Drive, El Monte, CA

On October 11, 1996, the Board authorized the Chairman to sign the Contingency Purchase/Sales Agreement with Commercial Developments International/West, Incorporated (CDI/West) for the real property located at 9150 Flair Drive, El Monte, CA. The real property is in escrow and CDI/West has been negotiating an agreement with Los Angeles County. However, to allow Los Angeles County sufficient time to complete its evaluation process, CDI/West requests extending the performance dates in the Contingency Purchase/Sales Agreement to June 1, 1997. This item arose after the February 21, 1997 Administrative Committee meeting.

35. AQMD Position Regarding U.S. Department of Energy’s Proposed Greater Utilization of Diesel Engines for Sport Utility Vehicles

The U.S. Department of Energy has proposed greater utilization of diesel engines in the growing sport utility sector of the vehicle market to enhance energy efficiency and help reduce global warming. However, air pollution concerns associated with diesel emissions need to be addressed. This action is to adopt a position to encourage federal agencies to assess the air quality impacts of the program, and to promote the advancement of engine design, exhaust treatment and clean fuel usage to meet emission requirements. This was reviewed by the Technology Committee on February 28, 1997, and recommended for approval.

36. Adopt Proposed Rule 2506 - Area Source Credits

Proposed Rule 2506 will establish a voluntary emissions reduction credit program in order to accelerate the introduction of lower-emitting technologies. It provides for the issuance of marketable Area Source Credits (ASCs) to entities that reduce emissions of NOx, VOC, SOx, CO, and PM10 from area sources. Regulated facilities could use ASCs as RECLAIM trading credits or as an alternative means of compliance with other AQMD regulations which allow the use of such credits. This was reviewed by the Stationary Source Committee on January 24, 1997.
