2. Set Public Hearing March 14, 1997 to Adopt Proposed Rule 2506 - Area Source Credits

Proposed Rule 2506 will establish a voluntary emissions reduction credit program to accelerate the introduction of lower-emitting technologies. It provides for the issuance of marketable Area Source Credits (ASCs) to entities that reduce emissions of NOx, VOC, SOx, CO, and PM10 from area sources. Regulated facilities could use ASCs as RECLAIM Trading Credits or as an alternative means of compliance with other AQMD regulations which allow the use of such credits. This was reviewed by the Stationary Source Committee on January 24, 1997.

4. Redesignate the Network Printer Budget Item for FY 1996-97 from a Single Printer to Multiple Printers

The FY 1996-97 Budget includes the purchase of a network printer to replace the Xerox 4050 printer. This action is to redesignate that budget item from the purchase of a single printer to the purchase of multiple printers. Staff has determined that, due to advances in printer technology, multiple laser printers will provide the best value for the AQMD at no change in cost. Funds for this purchase ($50,000) are included in the approved FY 1996-97 Budget.

5. Execute Contract with Cordoba Corporation to Implement the Design for New Permit Streamlining System

On November 8, 1996, the Board approved an RFP to solicit bids for implementation of a new permit streamlining system to electronically receive and process permits for common equipment types that do not trigger offsets or toxic requirements. This will allow regulated facilities to submit equipment certification applications through the AQMD’s Internet Homepage. A panel has reviewed the proposals submitted in response to the RFP. This action is to authorize executing a contract with the firm that received the highest number of points. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

6. Execute Contracts with Four Vendors for Short- and Long-Term Systems Development and Maintenance Support

On November 8, 1996, the Board approved an RFP to obtain short- and long-term systems development services. All four bidders were deemed technically qualified. This action is to execute contracts to obtain these services on a task order basis. Executing contracts with all four bidders expands the pool of well-qualified professionals who have demonstrated their understanding of and expertise in meeting agency needs, and enables the AQMD to obtain cost-effective and technically responsive support. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

7. Execute Contract to Cost-Share Implementation of a Program to Improve Energy Efficiency and Emissions of Natural Gas Engines

The U. S. Department of Energy (DOE) has initiated a project with the American Trucking Association’s Trucking Research Institute (TRI) and the Gas Research Institute (GRI) to initiate a program to enhance natural gas engine energy efficiency and emissions performance. DOE proposes that TRI manage a solicitation to the heavy-duty engine industry and resulting research projects. Total project cost is $1.2 million, with AQMD cost-sharing of $400,000. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

8. Execute Contract to Cost-Share Development and Demonstration of an Advanced Premixer/Catalytic Combustor for Natural-Gas Turbines

The South Carolina Energy Research Development and Demonstration Center, in conjunction with the University of California at Irvine, Solar Turbines, Inc. and Catalytica Inc. has proposed the development and demonstration of an advanced premixer/catalytic combustor for natural gas-fired gas turbine applications. The objective of this proposed project is a combustion system that achieves ultra-low NOx emissions in gas turbines without flue gas treatment. Total cost of this two-year project is $1,069,000, with AQMD co-funding of $265,000 annually for two years, for a total AQMD contribution of $530,000.. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

9. Execute Contract with City of Compton to Cost-Share Demonstration of Photovoltaic-Integrated Roofs in a Residential Development

At its April 12, 1996 meeting the Board approved the execution of a contract with Enertron Consultants, working on behalf of Nehemiah West Housing Corporation, to install photovoltaic-integrated roofs on 12 new single-family homes in Compton. The total project cost is $300,000, and AQMD’s contribution is $100,000. During contract negotiations, staff determined that due to liability concerns, it would be preferable instead to execute the contract with the City of Compton. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

10. Amend Contract with Southwest Research Institute to Cost Share Year 4 of the GasRail USA Program

GasRail USA is a government-industry program at Southwest Research Institute to develop and demonstrate low-emitting, natural gas locomotives in the basin. Program funders include ARB, DOE, SoCal Gas, General Motors Electromotive Division, the Gas Research Institute, and the Southern California Regional Rail Authority (SCRRA). The Board previously authorized AQMD funding for Years 1 through 3 of the program. To date, AQMD and SCRRA have each contributed $1,250,000 out of the $4,700,000. The total cost of Year 4 is about $2.63 million, half of which is being provided through SCRRA. An AQMD cost share of $500,000 is proposed. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

11. Amend Contract with Ecotek for Privatization of Portions of Annual Emissions Report Program

At its February 1996 meeting, the Board awarded a contract to Ecotek for privatization of portions of the Annual Emissions Report Program. For the 1995-96 emissions reporting period, Ecotek developed an emissions reporting software, produced and distributed the reporting packages (paper forms or software), provided public outreach and assistance, and collected and compiled facilities` reported emissions data. Based on Ecotek’s satisfactory performance and responsiveness, staff recommends exercising the second-year renewal option to amend the contract with Ecotek for an amount not to exceed $250,000. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

12. Issue RFQ to Pre-Qualify Vendors for Personal Computer Hardware, Software, and Installation Service Purchases

On February 10, 1995, the Board approved a vendor list for the purchase of personal computer hardware, software, and installation services for a period of two years. This action is to competitively develop a new list of vendors for these services for a two-year term. Total funding for these purchases, allocated by all District offices in the FY 1996-97 Budget, will not exceed $150,000. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

13. Issue RFQ to Purchase Hardware and Software Necessary to Implement Middleware Technology in Support of AQMD Applications

Middleware technology provides users with an easier way to connect to multiple data sources through networks and to bring the data to their desktops for processing. This action is to issue an RFQ to obtain the necessary fixed assets for middleware in support of software applications used by AQMD staff. Funds for these fixed assets ($180,000) are included in the approved
FY 1996-97 Budget. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

14. Issue RFQ to Pre-Qualify Providers of Compressed Gases and Cryogenics for Laboratory Use

The AQMD annually purchases approximately $130,000 of compressed gases and cryogenics for use in AQMD’s laboratory for a wide variety of analytical needs. Cryogenics are used to concentrate samples for gas chromatographic analysis for PAMS and other network samples. Compressed gases are utilized as carrier gas and purging agents. This action is to release RFQs and establish a list of pre-qualified vendors from whom competitive bids may be solicited for the purchase of compressed gases and cryogenics for use in FYs 1996-97 and 1997-98. This was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

15. Issue RFP for Source Emissions Testing by Outside Contractors

AQMD has used private sector source emission testing services since 1987 to augment its source testing capabilities. This action is to continue this contracting effort at a level between 125-150 compliance tests annually, beginning on August 1, 1997. Testing will be required to be conducted using AQMD test methods in accordance with AQMD quality assurance practices and subject to AQMD review. The maximum total dollar amount to be contracted out is $300,000. Sufficient funds are included in the FY 1996-97 budget. This item was reviewed by the Administrative Committee on January 24, 1997, and recommended for approval.

16. Issue RFP to Develop RECLAIM CEMS Performance Audit Program

RECLAIM mandates use of CEMS on approximately 400 major sources to quantify mass emissions of NOx and SOx. A performance audit program is necessary to monitor continued compliance to original AQMD certification specifications and ensure data validity. A technically sound and well- documented program must be developed to standardize audits performed by AQMD and contractors. Staff proposes to contract for the development, verification, and documentation of this audit program. Total cost will not exceed $177,500 and has been included in the FY 1996-97 budget. This was reviewed by the Administrative Committee on January 24, 1997, and recommended approval.

17. Issue RFP to Develop and Demonstrate Hybrid-Electric Transit Bus Using Clean Fuels

Transit buses emit high NOx and particulate emissions because of their weight, loading and driving cycle. Hybrid-electric buses, using electric drivetrains and on-board engine-alternators called auxiliary power units (APUs), have demonstrated extremely low emissions. This occurs because the APU operates at high efficiency with low emissions and may use a clean fuel. This action is to issue an RFP to expedite the introduction of this technology into transit buses. Proposed AQMD funding for this $1,000,000 project is $500,000. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

18. Issue RFP to Assist AQMD in Developing Low-VOC Solvents

Solvent cleaning and degreasing operations contribute significantly to the South Coast Air Basin’s VOC emissions. Technological advancements are needed to reduce these emissions and to meet the goals of the 1997 AQMP as well as the future limits of existing rules. The proposed RFP asks for development and a thorough evaluation of zero- and low-VOC solvents to fulfill these requirements. The AQMD is the sole participant in this project, and the total funding shall not exceed $200,000. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

19. Issue RFP to Develop and Demonstrate Technologies for Cleanup of Landfill Gas and Its Conversion to Hydrogen

To facilitate the market entry of hydrogen-based, zero-emission fuel-cell stationary and mobile vehicle technologies, the production sources and supply of hydrogen fuel need expansion. This action is to issue an RFP to develop and demonstrate technologies to (1) clean up landfill gas, and (2) convert the clean gas into hydrogen. AQMD funding of $300,000 is available in the FY 1996-97 Budget. This was reviewed by the Technology Committee on January 17, 1997, and recommended for approval.

20. Approve Memorandum of Understanding with the Teamsters Local 911

Collective bargaining mediation discussions between AQMD management and representatives of the Teamsters Local 911 resulted in a tentative contract agreement from February 14, 1997, through June 30, 1999, which has subsequently been ratified by members of the Technical and Enforcement and Office Clerical and Maintenance Bargaining Units. This action is to present the agreement to the Board for its approval as a new multi-year labor contract with the bargaining unit members represented by Teamsters Local 911.

The 1994 PM10 SIP identified candidate best available control measures (BACM) for fugitive dust sources and established technical and cost feasibility criteria for their adoption, as required by the federal Clean Air Act. AQMD staff has completed the BACM feasibility analysis and has incorporated the BACM that meet the feasibility criteria into proposed amendments to AQMD Rule 403 and Proposed Rule 1186. This was reviewed by the Stationary Source Committee on December 5, 1996.

36. Amend Rule 1145 - Plastic, Rubber and Glass Coatings

Proposed amendments will: 1) lower VOC requirements for electric dissipating and shock-free coatings; 2) replace solvent cleaning operations language with a reference to Rule 1171 provisions; 3) add a transfer efficiency requirement of 65% to be consistent with other AQMD coating rules; 4) replace outdated compliance test methods with current AQMD test methods; and, 5) add an exemption for air brush operations from transfer efficiency requirements. Proposed amendments will result in an emission reduction of approximately 1.4 tons of VOC per day. This was reviewed by the Stationary Source Committee on December 5, 1996.

The report assesses emission reductions, average annual price and availability of RECLAIM Trading Credits, job impacts, compliance issues and other measures of performance. This was reviewed by the Stationary Source Committee on January 24, 1997.

39. Annual Report on the Air Toxics "Hot Spots" Risk Assessment Program

The Air Toxics "Hot Spots" Information and Assessment Act of 1987 (AB 2588) requires local air pollution districts to prepare an annual report. This report summarizes the AB 2588 program during the past year and anticipated air toxics activities during the upcoming year. Highlights for 1996 include startup of a pilot program for completing risk assessments quickly and at a reduced cost to affected companies, a streamlining effort to review and approve risk assessments sooner, and working with CARB to implement new requirements due to amendment of the Act. This was reviewed by the Stationary Source Committee January 24, 1997.
