Solvent cleaning and degreasing operations contribute significantly to the South Coast Air Basin’s VOC emissions. Technological advancements are needed to reduce these emissions and to meet the goals of the 1997 AQMP. Based on results of a competitive solicitation the Institute for Research and Technical Assistance scored highest and should be selected to develop and demonstrate zero- or low-VOC products for solvent cleaning and degreasing operations. Total project cost is $131,900. This was reviewed by the Technology Committee on July 25, 1997, and the Technology Committee Chair communicated his concurrence with the staff recommendation.

3. Execute Contract to Cost-Share Development and Demonstration of a Fuel Cell Turbocharger to Enhance Performance

Fuel cells are extremely low-emitting electrochemical engines that are an important technological element of the AQMP. Fuel cells for vehicle applications operate more efficiently at higher inlet air pressures, but the current lack of low-cost, high-efficiency air compression is an impediment to wide-scale commercialization. In response to competitive solicitations from ARB and AQMD, Meruit, Inc. has proposed development, testing, and demonstration of a prototype gas bearing turbocompressor that will be designed specifically for fuel cell air compression. The total cost of the project is approximately $300,000, of which $68,000 has been requested from AQMD. ARB will provide equivalent funding, receive AQMD funds as the pass-through agency, and contract with Meruit, Inc. for the project. This was reviewed by the Technology Committee on July 25, 1997, and the Technology Committee Chair communicated his concurrence with the staff recommendation.

4. Execute Contracts for Local Government Subvention Fund Match Program as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created a $6.5 million Local Government Subvention Fund Match Program which, through a simplified application process, provides a 25% match to cities and counties within the AQMD`s jurisdiction that receive AB 2766 City Subvention Funds. Eligible match categories include alternative fuels/electric vehicles, transportation related land-use strategies, public transportation (transit & rail), traffic management, transportation demand management (non-Rule 2202), market-based strategies, bicycles, and public education related to clean vehicles or transportation. Funds will be allocated on a first-come, first-serve basis. The six-month application process is May 15 through November 15, 1997. At this time the MSRC is requesting approval of applications recently submitted by local governments.

5. Approve Alternative Fuel ULEV/LEV Incentive Program as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program; Authorize MSRC to Approve All Manufacturers that Offer Vehicles Meeting ARB Certification for Alternatively Fueled ULEV/LEV Passenger Vehicles; and Authorize Execution of Agreements

The Governing Board’s April 11, 1997 approval in concept of the FY 1997-99 AB 2766 Discretionary Fund Work Program included a ZEV/ULEV Program at $8.55 million. This Program includes a $3 million Alternative Fuel ULEV/LEV Incentive providing funding toward the incremental cost of ARB-certified alternatively fueled ULEV/LEV passenger vehicles. At its July 24, 1997 meeting, the MSRC approved a buydown incentive of $3,000 for ULEVs and $1,000 for LEVs, retroactive to July 1, 1997. Since only ARB-certified ULEV/LEV passenger vehicles are eligible, the MSRC seeks authorization to approve all manufacturers that offer vehicles meeting this ARB certification. In addition, the MSRC seeks authorization to execute agreements with those manufacturers.

6. Authorize Purchase of Centralized System Management Software

Currently, AQMD technicians must visit desktop personal computer systems to correct problems, install upgrades or make changes in configuration. This action is to authorize purchase of system management software that will provide administration of desktop computer systems from a central network server. This action is also to transfer $125,000 from District General’s Fixed Assets to Office Expense account for this purchase. This was reviewed by the Administrative Committee on July 18, 1997, and recommended for approval.

7. Recognize and Appropriate Funds from Western States Petroleum Association for Study of Electronic Alternatives to Strip Chart Recorders

The AQMD plans to contract for a study of electronic alternatives to strip chart recorders. Western States Petroleum Association (WSPA) committed to funding 50% of the study up to $18,750. This action is to recognize $18,750 from WSPA and appropriate these funds to the FY 1997-98 Budget. This was reviewed by the Administrative Committee on July 18, 1997, and recommended for approval.

8. Issue RFP and Reappropriate Funds to Purchase Laboratory Information Management System

The AQMD’s current Laboratory Information Management System (LIMS) is becoming obsolete. This action is to issue an RFP to purchase a new LIMS for the Laboratory and to reappropriate $50,000 to FY 1997-98 budget, which was unexpended and intended for this purpose in FY 1996-97. The total cost of the new LIMS will not exceed $75,000. The balance of $25,000 is allocated in FY 1997-98 budget for the purchase of this system. This was reviewed by the Administrative Committee on July 18, 1997, and recommended for approval.

9. Issue RFP to Solicit Control Strategy Proposals that will Supply Emission Reductions for Rule 2501 - Air Quality Investment Program

The AQMD is soliciting proposals to reduce VOC, NOx, CO, SOx, and/or PM10 from stationary and mobile sources for the AQIP established in Rule 2501. The concept of AQIP is based on creating a reserve of emission reductions that can be used by businesses as an alternative to compliance with AQMD rules and regulations. Proposals will be accepted by the AQMD on an on-going basis and must meet specified criteria which are designed to ensure emission reductions generated through implementation will be real, quantifiable, permanent (for the duration of the emission reduction activity), surplus, and enforceable. This was reviewed by the Mobile Source Committee on July 25, 1997, and the Mobile Source Committee Chair communicated his concurrence with the staff recommendation.

10. Issue RFP for Executive Search Services

The current Executive Officer`s contract expires July 31, 1997. This action is to authorize the issuance of an RFP to select a vendor to perform a national/international recruitment effort to solicit qualified candidates to fill that position. This was reviewed by the Administrative Committee on July 18, 1997 and recommended for approval.

11. Issue RFQ to Replace and Upgrade Older File Servers

The AQMD uses PC-based file servers to service its local area network. Many of these file servers are based on older technology and are nearing the end of their life cycles. This action is to issue an RFQ to obtain the necessary fixed assets for file server replacement or upgrade to provide improved network access and reduced downtime. Funds for these fixed assets ($150,000) are included in the FY 1997-98 Budget. This was reviewed by the Administrative Committee on July 18, 1997, and recommended for approval.

12. Issue RFQ for Janitorial Services at Diamond Bar Headquarters

The current three-year janitorial services contract at the Diamond Bar Headquarters expires November 30, 1997. This action is to issue an RFQ, the responses to which will be used to select a contractor to provide janitorial services. 17. Program Status Report on Rule 2202 - On-Road Motor Vehicle Mitigation Options

On December 8, 1995, the Board adopted Rule 2202 - On-Road Motor Vehicle Mitigation Options to replace Rules 1501 - Work Trip Reduction Plans and 1501.1 - Alternatives to Work Trip Reduction Plans. This report provides an overview of the Rule 2202 program status. Included is a summary of the Technical Assistance Team’s outreach activities. This report was discussed at the Mobile Source Committee meeting on June 27, 1997.

18. Revise Public Records Act Implementation Guidelines

State law requires the AQMD to have written guidelines for accessibility to public records. The guidelines currently in use were last revised in 1991. This action is to update the guidelines with regard to recent changes in the California Public Records Act and to clarify that compilation costs may only be charged when the AQMD agrees to create a new document not previously identifiable.

25. Ratify Administrative Committee Appointment of Interim Executive Officer and Establish Compensation

At the July 11, 1997 meeting, the Board delegated to the Administrative Committee authority to appoint an Interim Executive Officer to serve for the period August 1-8, 1997, subject to ratification of that selection by the full Board at the August 8 meeting. This action is to ratify the Administrative Committee’s appointment of Dr. Barry R. Wallerstein to act as Executive Officer during the recruitment for a full-time appointment to the position and to establish his compensation for the increased responsibilities during that period.

On July 19, 1997 the U.S. EPA promulgated new federal clean air standards for ozone and fine particulates. Preliminary work plan for initial activities to address the new standards has been prepared for Board consideration and action.

27. Amend Rule 1134 - Emissions of Oxides of Nitrogen from Stationary Gas Turbines

The proposed amendment to Rule 1134 (d) clarifies that CEMS are required only on cogeneration and combined cycle units, 2.9 megawatts and larger. This clarification is needed to make the rule language consistent with AQMD practice and the intent stated in the Rule 1134 Administrative Record. The proposed amendment to paragraph (f)(5) addresses EPA’s requirement that a person operating an emission control system maintain a daily record of continuous system operation and maintenance to demonstrate proper operation and compliance. This was reviewed by the Stationary Source Committee on July 18, 1997.

28. Final Resolution of Unresolved Findings and Recommendations in the Biennial Audit of AB 2766 Fee Revenue Recipients for FYs 1993-94 and 1994-95

Final reports and recommendation on the biennial audit of agencies that receive motor vehicle registration fee revenues (AB2766) was completed in May 1997 and presented to the Board on June 13, 1997. It contained findings on the use of the fee revenues by local governments and auditor`s recommendations for improvements in implementing the program. Staff has worked with local government representatives to resolve the findings. At this time, only one of the 21 findings reported to the Board on June 13, 1997 remains to be resolved. In addition staff will prepare a guide to the administration of AB 2766 fee revenues incorporating the audit recommendations. This was reviewed by the Administrative Committee on June 20, 1997.
