2. Set Public Hearing October 11, 1996 to Adopt Proposed Rule 1605 - Credits for the Voluntary Repair of On-Road Motor Vehicles Identified Through Remote Sensing Devices

Proposed Rule 1605 will provide greater opportunities to generate MSERCs that could be used as an alternative means of compliance with AQMD regulations and provide incentives to repair high-emitting on-road motor vehicles. To qualify for MSERCs, emission reductions generated from the implementation of this rule would have to be surplus to the statewide inspection and maintenance program.

3. Set Public Hearing October 11, 1996 to Amend Rule 1113 - Architectural Coatings

The proposed amendments will clarify rule requirements and increase/decrease the VOC limits for clear and pigmented lacquers, flat coatings, fire-proofing exterior coatings, japans/faux finishing coatings, magnesite cement coatings, multi-color coatings, and traffic coatings to reflect current technology. The amendments will also implement a portion of the AQMP Control Measure for architectural coatings.

4. Execute Contracts and Amend Contracts with CE-CERT

In the FY 1996-97 Budget, $700,000 is identified for CE-CERT to conduct technology advancement projects: (1) Measurement of Primary Particulate Matter Emissions from Light-Duty Motor Vehicles; (2) Smoking Vehicle Project, Medium-Duty Diesel Trucks; (3) Inventory of AFVs & AFV Comparison, OEM vs Retrofits; (4) Development of Advanced Low-Emitting Propane Fueled Vehicle; (5) Operation & Improvement of the Solar Hydrogen Facility; (6) Phase III of the Gasoline Composition Study; and (7) Smog Chamber Evaluation of AFV Emissions. This was reviewed by the Technology Committee on August 16, 1996 and recommended for approval.

5. Amend Contract with Thermo Power Corporation for the Development and Demonstration of a Natural Gas Retrofit Kit for Heavy-Duty Engines

At its May 12, 1995 meeting, the Board authorized the Chairman to execute an agreement for $156,755 with Thermo Power Corporation for development and demonstration of a natural gas retrofit kit for heavy-duty engines. The proposed amendment will provide for software and hardware upgrades to the retrofit kit to further improve vehicle performance and optimize emissions. These upgrades will be applied to the demonstration vehicles. Total amount of the amendment is $45,279, making the total contract amount $202,034. This was reviewed by the Technology Committee on August 16, 1996 and recommended for approval.

6. Cost-Share the Development and Demonstration of an Electric Water Delivery Truck

On April 12, 1996, the Board approved executing a contract with McKesson Water Products (Sparkletts) for the development and demonstration of an electric water delivery truck. Due to delays by McKesson concerning contractual issues, this contract could not be executed in FY 1995-96. These issues are under discussion and are expected to be resolved shortly. This action is to secure Board re-authorization to execute this contract. The proposed project cost is $377,000, of which AQMD would cost-share in an amount not to exceed $175,000. This was reviewed by the Technology Committee on August 16, 1996 and recommended for approval.

7. Award Bid for Biennial Audit of Motor Vehicle Registration Revenues for FYs 1993-94 and 1994-95

Health & Safety Code Section 44244.1 provides that any agency receiving motor vehicle registration fee revenues shall, at least once every two years, be subject to an audit of each program or project funded. On June 14, 1996 the Board approved the release of an RFP to select an auditor to audit FYs 1993-94 and 1994-95. This action is to award a bid to Thompson, Cobb, Bazilio & Associates in an amount not to exceed $72,870. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

8. Approve Purchase of Personal Computer Hardware

On February 10, 1995, the Board approved three vendors for the purchase of personal computer hardware for a two-year period. This is part of a multi-year strategy to bring all desktop hardware up to a baseline configuration. The FY 1996-97 Budget contains an allocation of $340,000 for this purpose. This action also is to transfer $15,000 within the budget to purchase CD-ROM drives and related hardware to support the AQMD’s law library. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

9. Renew Executive Management Agreement with Designated Deputies

The Executive Management Agreements with Director of Finance
Patrick H. Pearce and Assistant Deputy Executive Officer Carol Coy expire September 30, 1996. This action is to renew these two Designated Deputy contracts. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

10. Modify Employee Relations Agreements Pertaining to Management and Confidential Employees

Benefits for management employees have not been reviewed for the past three and one-half years, and confidential employees have had no review for two years. A recent study indicates that benefits should be modified. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

11. Issue RFP to Provide Temporary Engineering Services

Programs such as amnesty and Title V increase the number of applications to be processed beyond the normal workload. To respond to these temporary workload "spikes" it is necessary to hire outside engineering services. One or more contractors will be selected to assist in processing permits and provide services as needed. It is also necessary to reallocate FY 1996-97 budgeted money in SSC for Trading and Compliance Administration to Permit Processing Assistance, not to exceed $200,000. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

12. Issue an RFP for Investment Consultant Services

Board action on April 12, 1996 approved a recommendation to minimize AQMD investments in the Los Angeles County Pooled Surplus Investment Portfolio, by directing staff to work with the Los Angeles County Treasurer (AQMD’s Treasurer) to make specific investments on behalf of the AQMD. This recommended action included the use of outside investment consultant services to assist in the development of an AQMD Investment Policy and Guidelines and to provide investment monitoring and compliance reporting services. This was reviewed by the Administrative Committee on August 23, 1996 and recommended for approval.

13. Issue an RFP for Travel Agency Services

14. Addendum to AQMD Funding Sources and Motor Vehicle Registration Fees Report to CARB for FY 1994-95

This addendum contains the data and analyses of the Local Government Subvention Program and the cost-effectiveness of Local Government Subvention Projects. It is the third and final segment of the annual report to CARB on the use of AB 2766 funds.

15. Summary of Board-Approved and Executive Officer-Approved Changes to the FY 1995-96 Approved Budget

State law enacted in 1994, Health and Safety Code Section 40721, provides that CARB, in consultation with Cal-EPA, review and comment on the AQMD’s three-year budget forecast. The Three-Year Budget Forecast for FYs 1995-96, 1996-97, and 1997-98 was the first such three-year forecast submitted for review. One recommendation resulting from that review was to report periodically on changes to the approved budget. This report covers the period July 1, 1995 through June 30, 1996.

In 1995 CARB recommended a periodic report to the Board on AQMD contract activity. This is the annual report for FY 1995-96 on the number of contracts let and dollar amounts for competitive and sole-source contracts. This report includes the data provided in March 1996 covering the first six months of FY 1995-96.

Establish the Office of Public Affairs & Local Government Assistance; Add a Designated Deputy Position to Serve as Deputy Executive Officer for the Office; Create a Local Government & Small Business Assistance Committee; Enhance the AQMD’s Outreach Program; and Establish a Policy Regarding Performance Objectives

17. Approve GM Corporation as a Qualified Manufacturer in the MSRC`s Zero-Emission Vehicle "Quick Charge" Program and Authorize the MSRC to Approve Future Manufacturers as Part of the FY 1995-97 AB 2766 Discretionary Fund Work Program

As part of the FY 1995-97 AB 2766 Discretionary Fund Work Program, the MSRC developed a $7 million Zero-Emission Vehicle "Quick Charge" Program. This included a manufacturers` incentive to assist consumers in purchasing EVs by offering a $5,000 buydown off the purchase price when sold within the South Coast District by a qualified manufacturer. GM Corporation is the first manufacturer to submit a qualifications package that meets the RFQ requirements. This action is to enter into a letter agreement with GM Corporation as a qualified manufacturer in this program and authorize the MSRC to approve future qualified manufacturers.

32. Amend Rule 1176 - VOC Emissions from Wastewater Systems

Proposed amendments will establish revised monitoring and controls that will reduce VOC emissions by 3.0 tons per day through year 2010 from process drains and other components of wastewater systems located at refineries, oil and gas production facilities, and chemical and industrial plants.

33. Amend Rule 1171 - Solvent Cleaning Operations

Proposed Amended Rule 1171 will establish VOC and solvent vapor pressure limits that will reduce VOC emissions 20.5 tons per day by year 2010 through greater use of aqueous cleaning technologies as well as acetone blend formulations. The proposed VOC limits will be effective January 1999, to allow sufficient time for facilities to convert to newer cleaning processes.
