2. Set Public Hearing December 13, 1996 to Amend Rule 1124 - Aerospace Assembly and Component Manufacturing Operations

Proposed amendments will extend the compliance dates for several types of adhesive bonding primers, fuel tank coatings, solid-film lubricants and primer coatings from 1997 to either 1998, 2000 or 2002 because compliant coatings have not been qualified by all major aerospace companies. In addition, the VOC limits are proposed to be decreased for dry lubricative coatings. This is scheduled for review by the Stationary Source Committee on November 22, 1996.

3. Set Public Hearing December 13, 1996 to Amend Rule 1130.1 - Screen Printing Operations

Proposed amendments will address concerns raised by the industry, ink manufacturers, and staff by creating higher VOC limits for various screen printing operations and postponing the implementation of the lower VOC limit for extreme performance applications. The amendments will result in a permanent emission reduction loss of 0.1 ton per day and delay the 0.28 ton per day emission reduction associated with extreme performance applications from 1998 to 2003.

4. Set Public Hearing December 13, 1996 to Amend Rule 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II

Rule 219 identifies equipment and processes which are exempt from AQMD written permits. The proposed amendments focus on implementing the first tier of the 1996 AQMD Regulatory Reform Initiative to "eliminate permits for small businesses" by removing approximately 10,000 permits from the system and reducing the number of expected new applications by 1,000/year. The proposal would also require permits for all equipment subject to state Air Toxic Control Measures and federal NESHAP. This was reviewed by the Stationary Source Committee September 20, 1996. Fiscal impact will be reviewed by the Administrative Committee October 18, 1996.

5. Execute Contract for Investment Consultant Services

This action is to execute a contract in the sum of $53,000 to Sperry Capital Inc. to provide investment consultant services for three years to assist in the development of AQMD’s Investment Policy and Guidelines and to provide investment monitoring and compliance reporting services. This was reviewed by the Investment Oversight Committee on November 1, 1996 and recommended for approval.

6. Amend Contract with Telos Consulting Services and Issue an RFP for Short- and Long-Term Systems Development and Maintenance Support

Systems development contracts previously approved by the Board culminated in the recent system migration. These systems will require further development as well as routine maintenance to meet evolving needs. This action is to release an RFP to solicit bids for post-migration services. However, to rapidly integrate essential system enhancements, this action also is to modify the current Telos Consulting Services contract to add $100,000. Funds for these services in the amount of $400,000 are included in the approved FY 1996-97 Budget. This was reviewed by the Administrative Committee on October 18, 1996, and recommended for approval.

7. Provide Additional Funding for Technical Support of AQMD’s Technology Advancement Program (Continued from October 11, 1996 Board Meeting)

Since 1988, AQMD’s Technology Advancement (TA) program has co-sponsored hundreds of development, demonstration, and research projects designed to expedite wide-scale use of progressively cleaner technologies and fuels. To optimize the effectiveness of this program, it has been advantageous to supplement in-house technical resources and expertise with outside assistance. A total of $51,500 in FY 1996-97 funding is proposed to amend two level-of-effort contracts to provide ongoing technical support for the TA program. This was reviewed by the Technology Committee on September 27, 1996 and by the Administrative Committee on October 18, 1996 and both recommended for approval.

8. Establish Lists of Pre-Qualified Vendors to Provide Recycled Copy Paper, Printing Services, Miscellaneous Printing Paper Stock, Unleaded Fuel, and Automotive Mechanical Repair and Service

On July 12, 1996, the Board approved the release of RFQs to solicit bids from various vendors to establish lists of pre-qualified vendors from whom the AQMD would purchase various non-consultant services and supplies. This action is to establish pre-qualified vendor lists that will be used for the purchase of recycled copy paper, printing services, miscellaneous printing paper stock, unleaded fuel, and automotive mechanical repair and service as needed for a twelve-month period. This was reviewed by the Administrative Committee on October 18, 1996, and recommended for approval.

9. Issue an RFP to Implement the Design for New Permit Streamlining System

The Business Clean Air Partnership and Regulatory Reform Initiative both include a strong focus on streamlined permitting. A detailed design was developed for a system to electronically receive and process permits for common equipment types that do not trigger offsets or toxic requirements. This action is to issue an RFP to solicit bids for the development of a system allowing submittal of equipment certification applications through the AQMD’s Internet Homepage. The FY 1996-97 budget includes $80,000 for this permit streamlining contract. This was reviewed by the Administrative Committee on October 18, 1996, and recommended for approval.

10. Approve Disposal of Obsolete or Non-Repairable Office Equipment and Furnishings

Certain office equipment and furnishings are obsolete, or are damaged and cannot be economically repaired. AQMD’s Contracting and Purchasing Policy provides that the Purchasing Manager may, by direct sales or otherwise, sell or dispose of any personal property belonging to the AQMD. This action is to authorize: (a) the deletion of the fixed assets from AQMD’s inventory, and (b) the disposal, by direct sales, public auction, or donation, of the deleted fixed assets and other obsolete or non-repairable equipment and furnishings. This was reviewed by the Administrative Committee on October 18, 1996, and recommended for approval.

23. Amend Rule 2202 - On-Road Motor Vehicle Mitigation Options

The proposed amendments will modify existing Rule 2202 to be consistent with Health & Safety Code Sections 40458 and 44243.5 which become effective January 1, 1997. The law directs the AQMD to modify current exemption levels and to initiate a program that could lead to the phase-out of Rule 2202 through voluntary rideshare or other means. This was reviewed by the Mobile Source Committee on September 27, 1996.

24. Amend Rule 1113 - Architectural Coatings (Continued from October 11, 1996 Board Meeting)

The proposed amendments will clarify rule requirements, decrease VOC limits for clear and pigmented lacquers, flat coatings, traffic coatings, and multi-color coatings, and increase VOC limits for fire-proofing exterior coatings, japans/faux finishing coatings, and magnesite cement coatings to reflect current technology. The amendments will also implement a portion of the AQMP Control Measure for architectural coatings.

25. Adoption of the 1997 Revision to the AQMP and Certification of the Final Environmental Impact Report

As required under both state and federal Clean Air Acts, a draft revision to the AQMP and a draft Environmental Impact Report (DEIR) were prepared and released for public comment on August 2, 1996 and August 8, 1996, respectively. Written comments received were considered in preparing a staff report and proposed revisions to the draft AQMP. A modified DEIR resulting from comments received was prepared and is considered a draft Final EIR for the Board’s consideration. Staff recommends the adoption of the 1997 AQMP revision and certification of the Final EIR.

Additional matters can be added and action taken by two-thirds vote, or in the case of an emergency, by a majority vote.
