- Emission Calculations provide technical clarification and extend
an exemption from offsets for facilities that provided Emission
Reduction Credits (ERCs) to comply with the requirement to offset
positive New Source Review (NSR) balances. Furthermore, the proposed
amendments also provide an exemption from offsets for methyl bromide
fumigation equipment.

Set Public Hearing June 14, 1996 to Amend Rule 1136 -
Wood Products Coatings

Proposed Rule 1136 amendments will establish interim VOC limits,
achieving a 45% VOC emission reduction compared to current limits.
Choices are provided for facilities to use waterborne topcoats
or topcoats and sealers formulated with exempt compounds such
as acetone. The final limits are proposed to be delayed until
2005 to allow time for low-VOC coating technology improvement
and for wood coaters to adjust to low-VOC coatings. Amendments
also include compliance flexibility. The rule was last reviewed
by the Stationary Source Committee on April 19, 1996.

Approve Purchase of AQMD's Telecommunication Services

On November 17, 1995, the Board approved release of an RFP for
Telecommunications Services. Dividing the purchase of required
telecommunications services among GTE (local phone services),
L.A. Cellular (cellular phone services), and MCI (long distance
and other telecommunication services) would provide the lowest
cost services. These services are funded from the District General
communication account. For the remainder of FY 1995-96, $110,000
has been allocated and for FY 1996-97, $638,000 is budgeted for
these telecommunication services. This was reviewed by the Administrative
Committee on April 19, 1996 and recommended for approval.
6.
Execute a Contract to Cost-Share a Follow-Up Tunnel Study to
Evaluate the Impact of Reformulated Phase 2 Gasoline on Emissions
from Vehicles

The Coordinating Research Council (CRC), with AQMD's cofunding,
conducted a nationwide tunnel study in 1995 that included the
Sepulveda and Van Nuys tunnels. The proposed contract with CRC
will be a follow-up study at the Sepulveda and/or Van Nuys tunnels
after the introduction of Phase 2 reformulated gasoline. The results
will be compared to the 1995 study to evaluate the actual on-road
impact of Phase 2 gasoline on vehicle emissions. Total project
cost is $275,000. AQMD's contribution is $250,000, and CRC's contribution
is $25,000. This was reviewed by the Technology Committee on April
10, 1996 and recommended for approval.

Execute a Contract to Cost-Share the Development and Demonstration of Electric Airport Ground Support Equipment

The AQMP, as part of an emission control strategy for airlines
and airports, calls for airport ground support equipment (GSE)
to operate on alternative fuels, including electricity. In response
to the RFP, AQMD received only one bid from United Airlines (UAL),
to develop an electric push-out tractor for wide-body aircraft
and an inductive charging system for electric baggage tractors.
The total estimated cost of this demonstration project is $759,363;
AQMD cost-share will not exceed $379,463. This was reviewed by
the Technology Committee on April 10, 1996, and recommended for
approval.

Execute a Contract to Cost-Share the Development and Demonstration of an Electric Vehicle Range Extender

The first electric vehicles to be offered for sale will have lower-than-desired
travel range due to battery limitations. AC Propulsion of San
Dimas has proposed to develop and demonstrate an EV range extender
that will enable Evs to be used for long trips. The availability
of such units should enhance the marketability of Evs and increase
their number in the vehicle fleet. The cost of this program is
$675,000 of which the AQMD would cost-share in an amount not to
exceed $296,000. This was reviewed by the Technology Committee
on April 10, 1996 and recommended for approval.

Execute a Cost-Shared Contract to Provide Technical Information Relating to EV Infrastructure

The California Electric Transportation Coalition (Cal ETC) has
proposed to supply the AQMD with technical information regarding
the development and implementation of EV infrastructure standards.
These include state building codes, emergency-response standards,
and charging hardware standards. These all relate to the upcoming
introduction of EVs in the Basin by the major automotive manufacturers.
The total cost for this contract is $90,000; the AQMD cost-share
will not exceed $30,000. This was reviewed by the Technology Committee
on April 10, 1996, and recommended for approval.
10.
Execute a Contract to Cost-Share Development and Demonstration of Phase-2 Electric US Postal Service Long-Life
Vehicles

The US Postal Service (USPS) is developing electric conversions
for its fleet of gasoline-powered Long-Life Vehicles (LLVs). A
Phase-1 demonstration of two electric LLVs was successfully completed.
TransMotive Technologies, in partnership with the USPS, has now
proposed the development and demonstration of a Phase-2 electric
LLV conversion. Following development, ten LLVs will be converted
with five to be demonstrated in mail delivery service in Huntington
Beach. The total cost of this project is $1,325,556; AQMD's cost-share
will not exceed $150,000. This was reviewed by the Technology
Committee on April 10, 1996 and recommended for approval.

Award Bid for Enhancement of the RECLAIM NOx/SOx Central Station Computer System

At the January 12, 1996 meeting, the Board authorized the release
of an RFP to seek a contractor for Enhancement of the Current
RECLAIM NOx/SOx Central Station Computer System. The RECLAIM NOx/SOx
Central Station performs automated rule compliance analysis on
emission and compliance data reported by RECLAIM facilities. The
objective of this enhancement is to increase the emissions and
compliance data that is captured, and perform additional compliance
analysis. Staff recommends awarding the bid to Sierra Cybernetics,
for an amount not to exceed $209,390. This item was reviewed by
the Administrative Committee on April 19, 1996 and recommended
for approval.

On March 8, 1996, the Board approved in concept the staff recommendations
to award contracts for the AQIP. At that time, staff was directed
to return to the Board for final approval. Staff recommends that
the Board approve the release of AQIP funds for the final quarter
funding of 1995. This was reviewed by the Mobile Source Committee
on April 26, 1996, and recommended for approval.

Award Sole Source Contract to County of Los Angeles for Communications Site License Support

AQMD's radio communication system supports the broadcast of air
quality information and provides real time communication between
headquarters and field inspection staff. A previous sole source
contract with the County of Los Angeles to lease standard radio
rack and antenna space(s) for radio communications purposes only
at multi-user communication sites has expired. The proposed sole
source contract continues this previous Communication Site License
rental agreement with the County of Los Angeles through February
28, 2001, for an amount not to exceed $96,300. This was reviewed
by the Administrative Committee on April 19, 1996, and recommended
for approval.

Transfer and Reallocate Funds to Upgrade AQMD's Internet Hardware and Enable the Functional Expansion and
Enhancement of AQMD's World Wide Web Site

Expansion and enhancement of the AQMD's World Wide Web site (http://www.aqmd.gov),
including implementation of an electronic permit application filing
system over the Internet, will require an up-grade of the hardware
that maintains and runs the Web site and the purchase of additional
Ingres database user licenses. Funds totaling $74,500 will be
reallocated to purchase hardware and software for the required
upgrade. This was reviewed by the Administrative Committee on
April 19, 1996 and recommended for approval.

Pursuant to Board policy, staff periodically brings to the Board
requested budget transfers for the current fiscal year. Budget
transfers can result from Board actions, further definition of
programs approved in the budget, reorganizations, reallocations
of budgeted funds, or budget corrections. These transfers move
funds to the appropriate accounts and do not require additional
appropriations.

Annual Statement of Investment Policy and Quarterly Report of Investments

entities to provide an Annual Statement of Investment Policy and
to report quarterly regarding their investments. This is the first
Annual Statement of Investment Policy and the Quarterly Report

Administrative Committee April 19, 1996 and recommended for approval.

Program, most of them within the last two weeks before the deadline.
A status report is presented including: totals, types of equipment
involved, revenue, and increased workload implications associated

Board action on April 12, 1996, approved a recommendation to minimize
AQMD investments in the Los Angeles County Pooled Surplus Investment
Portfolio (PSIP), by directing staff to work with the Los Angeles
County Treasurer (AQMD's Treasurer) to make specific investments
on behalf of the AQMD. This recommended action included the establishment
of an Investment Oversight Committee, a Board advisory committee,
to monitor AQMD's investments. This was reviewed by the Administrative
Committee on April 19, 1996 and recommended for approval.

Review) and Rule 2005 - New Source Review for RECLAIM will incorporate
protection of visibility for Federal Class I areas into Regulations
XIII and XX. Protection of visibility for Federal Class I areas
and notification of Federal Land Managers are requirements of
federal law.

Amend Rule 1902 - Transportation Conformity

Proposed amendments to Rule 1902 include: 1) replacing Section
(f) of the rule with an approved MOU to implement interagency
consultation with SCAG and other transportation agencies; and,
2) incorporate final changes in the federal Transportation Conformity
Rule that occurred in 1995. On March 14, 1996, a public workshop
was held to receive input. Based upon public comments received,
staff has finalized the proposed changes to Rule 1902 for Board
consideration.

Adopt Proposed Rule 1623 - Credits for Clean Lawn and Garden Equipment

Proposed Rule 1623 will provide greater opportunities to generate
mobile source emission reduction credits that could be used as
an alternative means of compliance with AQMD regulations and provide
incentives to retire older dirtier lawn and garden equipment such
as lawnmowers, trimmers, and leaf blowers. The proposed rule would
meet the 1994 AQMP commitment for control measures MOF-03 and
MOF-04.

Amend Regulation III - Fees

Proposed amendments to Regulation III - Fees increase fees for
certain types of equipment consistent with the 1.2 percent increase
in the California Consumer Price Index (CPI) applicable for the
year 1995, provide alternative fee methodologies to recover AQMD
and state costs under the AB 2588 Air Toxics "Hot Spots"
program, adjust the fee schedule for toxic air contaminants, and
exempt acetone and three other air contaminants from annual operating
permit emission fees.

The Executive Officer's Budget for FY 1996-97 represents the input
over the past several months from staff, Board members, and the
public. This year's process included several meetings of the Budget
Advisory Committee; a public hearing February 9, 1996 to take
input on the AQMD's Program Goals and Objectives; and two budget
workshops, one for the public April 17, 1996 and one for the Governing
Board May 3, 1996. This submittal transmits the required appropriations
and reserves necessary to adopt the proposed budget. This was
reviewed by the Administrative Committee on April 19, 1996 and
