5. Execute Contracts for Air Quality Investment Program for the First Quarter of 1996

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. As one compliance strategy, Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions than would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the first quarter of 1996 and recommends several for funding. The amount available for this quarter is $2,987,004. This was presented to the Mobile Source Committee on May 17, 1996.

6. Execute Contracts for Air Quality Investment Program for the Final Quarter of 1995

On March 8, 1996, the Board approved in concept the staff recommendations to execute contracts for the AQIP. At that time, staff was directed to return to the Board for final approval. Staff recommends that the Board approve the release of AQIP funds for the final quarter funding of 1995. This was reviewed by the Mobile Source Committee on April 26, 1996, and recommended for approval.

7. Cost-Share the Development of a Prototype Economical Advanced Electric Vehicle and a Plan for California Production

ARB has identified several impediments to development and production of EVs by major vehicle manufacturers, including low-volume production, uncertain market and undeveloped electric drivetrain and battery technologies. The proposed contract with ARB will produce an EV design and analysis of the processes\costs of developing and manufacturing low production volumes of advanced EVs in California. AQMD contribution to this $2.4 million program will not exceed $500,000. This was reviewed by the Technology Committee on April 10, 1996 and referred to the Administrative Committee for further review. This was reviewed by the Administrative Committee on April 19 and May 24, 1996, and recommended for approval.

8. Cost-Share the Retrofit of a Los Angeles County Metropolitan Transportation Authority Methanol Bus to Operate on Compressed Natural Gas

Los Angeles County Metropolitan Transportation Authority (LACMTA) staff is considering converting its methanol bus fleet to operate on other fuels. To evaluate all options for the methanol buses, LACMTA plans to evaluate retrofitting the buses to operate on compressed natural gas (CNG) or other fuels. LACMTA has requested financial assistance to support the conversion of one methanol bus to CNG to determine the feasibility of this approach. AQMD`s cost-share will not exceed $75,000. Total project cost is approximately $192,800. This was reviewed by the Technology Committee on June 12, 1996 and recommended for approval.

9. Cost-Share the Modeling, Design, and Demonstration of a Fuel Cell Power System for the Advanced Technology Transit Bus (ATTB)

The Fuel Cell Buyers Consortium (FCBC), a non-profit entity created by Los Angeles County Metropolitan Transportation Authority (LACMTA), has proposed a project to develop and demonstrate ATTBs powered by fuel cells. In Phase 1, FCBC will model and design a fuel cell system that can be assembled, installed, and tested in an ATTB testbed. The total cost of Phase 1 is approximately $1.35 million. AQMD�s contribution will not exceed $350,000, and shall be contingent on cost sharing of at least $1 million from other funders. This was reviewed by the Technology Committee on June 12, 1996 and recommended for approval.

10. Recognize and Appropriate Funds from the EPA for Three Air Monitoring Projects

EPA has allocated Section 105 and supplemental grant funds to AQMD for three projects. This action is to recognize and appropriate these funds to the FY 1996-97 Budget as follows: (1) $1,216,620 for the fourth year Photochemical Assessment Monitoring Stations program implementation, (2) $75,000 for the equipment replacement program of the existing NOx analyzers; and (3) $25,000 for the PM2.5 project. This was reviewed by the Administrative Committee on June 21, 1996 and recommended for approval.

11. Recognize and Appropriate Funds from the ARB for the Second Year Operation of Monitoring Sites for the Children�s Health Study in the South Coast Air Basin

In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and added monitoring equipment to four existing sites as part of the Children�s Health Study. For that first year, ARB provided $150,000 to fund the operation of the stations. For the second year, ARB will again provide $150,000 to continue the operation of the air monitoring stations. This action is to recognize the $150,000 from ARB and appropriate these funds to the FY 1996-97 Budget. This was reviewed by the Administrative Committee on June 21, 1996 and recommended for approval.

12. Recognize and Appropriate Funds From U.S. EPA to AQMD to be Used to Assist States in Developing Their Small Business Assistance Programs.

At the April 12, 1996 meeting, the AQMD Governing Board approved a $25,000 supplement to the AQMD FY 1995-96 budget from a US EPA Peer Match Grant. Of this amount, $2,000 has been expended. This action is to appropriate the remaining $23,000 to the FY 1996-97 budget.

13. Issue RFP to Pre-Qualify Vendors for Library Services and Supplies

AQMD is seeking to pre-qualify vendors providing various library services and supplies. Vendors selected will be issued blanket purchase orders for the acquisition, cataloging, and shelf preparation of books, periodicals, and other printed and multi-media materials in the AQMD�s library. The use of blanket purchase orders facilitates acquisition of books, articles and reports, and reduces the labor required to type and process prepaid purchase orders. This bidding and pre-qualification process will ensure that AQMD is using the most cost-effective providers for these services and supplies. This was reviewed by the Administrative Committee on June 21, 1996, and recommended for approval.

14. Issue RFP to Pre-qualify Vendors for Replacement and Repair Services for the Local Area Network, Wide Area Network, and Personal Computers

Through a competitive bid process, AQMD is seeking to pre-qualify vendors capable of providing various services and supplies to maintain the personal computer (PC) infrastructure. Vendors selected will be the sources for hard disk, printer, modem and other telecommunication subsystem repairs. They also will be the suppliers for routine PC, wide area network, and local area network repair and installation of parts. The bidding and pre-qualification process will ensure that the AQMD is using the most cost-effective providers for these services and supplies. This was reviewed by the Administrative Committee on June 21, 1996, and recommended for approval.

15. Issue RFQs to Pre-Qualify Vendors for Providing Recycled Copy Paper, Printing Services, Miscellaneous Printing Paper Stock, Unleaded Fuel, and Automotive Mechanical Repair and Service

Administrative Policy and Procedure No. 35 requires the establishment, through Board approval, of a list of pre-qualified vendors for purchase of non-consultant services and supplies. These RFQs will be used to establish lists of pre-qualified vendors from which service and supplies will be purchased. From these lists, competitive bids will be solicited for recycled copy paper, printing services, miscellaneous printing paper stock, unleaded fuel, and automotive mechanical repair and service as needed for a twelve-month period. This was reviewed by the Administrative Committee on June 21, 1996, and recommended for approval.

16. Approve the Supplemental FY 1995-97 AB 2766 Discretionary Fund Work Program and Execute Contracts

The MSRC identified an additional $6 million in AB 2766 Discretionary funds which it decided to utilize in a supplement to the FY 1995-97 Work Program. The components of the supplemental work program were approved by the Governing Board and five RFPs released April 12, 1996. The MSRC approved the supplemental work program June 27, 1996, and recommends contracts totaling $4,720,114 in these categories: 1) innovative TCM programs, including bicycle transportation, market incentives, and broad-based, land-use training; 2) R&D projects; and 3) alternative-fueled, heavy-duty vehicles.

The proposed amendments to Rule 430 will clarify rule requirements for equipment breakdowns affecting non-RECLAIM pollutants, add permit condition relief, and provide reporting procedures consistent with Rule 2004 - Requirements.

The proposed amendments are necessary to clarify rule requirements and improve monitoring, reporting, and recordkeeping flexibility for RECLAIM facilities. These amendments will: provide procedures consistent with Rule 430 - Breakdown Provisions, for reporting equipment breakdowns affecting RECLAIM pollutants; provide more accurate emission factors and clarify RTC allocations after year 2010; consolidate requirements for reports on RECLAIM issues; clarify requirements for Super Compliance facilities; provide a period of time for CEMS repairs; add language to clarify monitoring, reporting, recordkeeping, and other requirements; and allow for an alternative to the NOx ending emission factor for cement kilns based on a demonstration plan.
