The trends of ozone air quality in the SCAB have demonstrated a pattern of steady, continuous improvement since the 1980s. Gains in reducing exposure to unhealthful levels of ozone have been realized in both the duration of exposure and the numbers and size of the areas impacted by higher concentrations. A short presentation will be made to highlight the ongoing trends of basin ozone air quality, including a preliminary analysis of 1995 data. The presentation will provide an analysis of the impacts of seasonal weather on air quality and also include a brief discussion of the ambient trends of ozone precursors in relation to estimated emissions. In addition, an assessment of the impact of changing the federal 1-hour averaged ozone standard to an 8-hour averaged standard will be presented.

The proposed amendments to Regulation XIII will address state and federal NSR regulatory requirements. This proposal will replace the Community Bank with a four tons per year exemption level; adjust the Priority Reserve; define the equivalency demonstration process; narrow exemptions; streamline trading zones; forgive positive NSR balances for offset purposes; and exempt emission increases resulting from the transition out of ozone-depleting compounds. The proposed amendments will also address internal combustion engines to be consistent with EPA's national requirements.

8. Amend Rule 102 - Definition of Terms (Leyden)

The proposed amendment will add four new materials to the Exempt Compound definition: acetone, ethane, volatile methylated siloxanes, and parachlorobenzo-trifluoride. 12. Recommendation to Cosponsor a Study to Investigate Potential Health Effects of PM10 in the Coachella Valley (Lloyd) (909) 396-3245

The Coachella Valley region of the District has been designated as a serious non-attainment area for PM10 . The ambient profile of PM10 in this area is dominated by desert dust in the coarse fraction and by secondary and combustion-source particles transported from the Los Angeles basin in the fine fraction. Thus, it becomes questionable to use results from other parts of the United States that have a significantly different PM10 profile to develop control strategies. The proposed population-based health study will determine whether the coarse particles from natural desert dust are as toxic as fine particles. Staff recommends funding this study in an amount not to exceed $204,136. This item was reviewed and approved by the Technology Committee on September 13, 1995.

13. Recommendation to Execute an Agreement with the University of California, Riverside to Conduct PM10 Emissions Testing from Smoking Vehicles (Lloyd)

Staff recommends funding the CE-CERT at the University of California, Riverside in an amount not to exceed $150,000 to conduct a PM10 and PM2.5 emissions measurements study on 20 light-duty smoking vehicles. The AQMD's CUT-SMOG program database will be utilized for the identification and procurement of vehicles. In addition, a population density assessment of smoking vehicles will be conducted. The results will be used for the development of the PM10 attainment plan, which is due to the EPA by February 1997. This item was reviewed and approved by the Technology Committee on September 13, 1995.

14. Recommendation to Release a Request for Proposals for Demonstration of Airport Ground Service Equipment Electrification (Lloyd)

At its April 1995 meeting, the Board approved the release of an RFP regarding Airport Ground Service Equipment (GSE) Electrification. Four proposals were submitted ranging from the proposed purchase of commercially available equipment to the development of advanced fuel cell technologies. However, due to the broad nature of this RFP, staff was unable to evaluate the proposals received on an equivalent basis. For this reason, staff recommends that no award be made under the previous RFP and instead, a new RFP for Airport GSE Electrification be released, with a narrowed scope focused on the development and demonstration of advanced technologies. The total amount allocated for this RFP is $500,000. This item was reviewed and approved by the Technology Committee on September 13, 1995.

15. Recommendation to Cosponsor the Demonstration of a Propane-Fueled Hybrid-Electric Refuse Truck (Lloyd) (909) 396-3245

The 1994 AQMP calls for the use of alternative fuels and advanced technology to help achieve air quality standards. The AQMD has received a proposal from the Santa Barbara County Air Pollution Control District to develop and demonstrate a propane-fueled hybrid-electric refuse truck. The proposed system will use an electric drive and battery pack with a low-emission propane engine and alternator to extend truck range. Its advantages are reduced emissions, energy costs, maintenance, truck noise and visible smoke. Staff recommends that the AQMD fund this $880,000 project in an amount not to exceed $250,000. Cost sharing of $630,000 has been committed by eight parties, including the ARB. This item was reviewed and approved by the Technology Committee on September 13, 1995.

16. Recommendation to Cosponsor the Third Year of Development and Demonstration of Hybrid Rich-Burn/Lean-Burn Low-NOx Engine (Lloyd)

At its February 1994 meeting, the Board approved cosponsorship of the second year of a multi-year project to demonstrate a novel low-NOx internal combustion engine. To date, Southwest Research Institute (SwRI) has made good progress and developed a low-NOx hybrid rich-burn/ lean-burn engine. Staff recommends cosponsorship of the final phase of this project, the field demonstration of the developed engine in the SCAB. It is recommended that the contract with SwRI be amended for an amount not to exceed $181,627. Southern California Gas is cosponsoring this project for an equal amount. This item was reviewed and approved by the Technology Committee on September 13, 1995.

17. Recommendation for Preliminary Approval of the Transportation Conformity Memorandum of Understanding (Wallerstein) (909) 396-3131

At the time Rule 1902 - Transportation Conformity was adopted in September 1994, the adopting resolution specified that Section (f) of the rule should eventually be replaced with an MOU on interagency consultation. The MOU is now ready for signature by the AQMD as the local air district, and this item would direct the Executive Officer to so sign. The MOU would then be forwarded to the ARB to obtain the necessary federal-level signatures. As soon as all signatures have been obtained, staff will begin the amendment process for Rule 1902 and subsequently for the SIP. This item was reviewed and approved by the Mobile Source Committee on
September 15, 1995.

18. Report on Increasing Flexibility for AQMD's Mobile and Stationary Source Emissions Credit Programs (Wallerstein)

In response to the Board's directive during the adoption of Rule 1501.1 - Alternatives to Work Trip Reduction Plans, staff has prepared a "Concept Paper for Increased Compliance Flexibility." This study assesses linking AQMD's mobile and stationary source credit trading programs to increase compliance flexibility while achieving air quality goals and contains preliminary concepts regarding this increased flexibility. Staff plans to seek public input through a series of public workshops to be held in early November and will return to the Board with recommendations and an action plan for final approval in early 1996. This item was reviewed and approved by the Stationary Source Committee on September 22, 1995.

19. Status Report on Lead Agency Projects and Environmental Documents Received by the AQMD (Liu) (909) 396-2105

This report provides a monthly listing of environmental documents received by the AQMD, and a summary of projects for which the AQMD is preparing environmental documentation. Monthly listings which are shaded note those environmental documents for which the AQMD staff has or will prepare and submit comments to the lead agency.

20. Recommendation to Release a Request for Proposals to Acquire a Source Apportionment Dispersion Model for the South Coast Air Basin (Liu)

As part of the PM10 Technical Enhancement Program, staff is conducting several PM10 modeling studies in order to acquire the air quality models for the development of the 1997 PM10 Attainment Demonstration SIP for the SCAB. This RFP seeks qualified contractors to provide a dispersion model capable of quantifying emission source contributions at a given location. In addition, the computer model will be evaluated on its ability to analyze both primary and secondary PM10. Funding of up to $75,000 has been identified in Planning and Policy's FY 1995-96 Budget for this study. This item was reviewed and approved by the Mobile Source Committee on September 15, 1995.

21. Recommendation to Release a Request for Proposals to Privatize Portions of the Annual Emissions Report Program. (Liu)

The purpose of this RFP is to solicit qualified contractor(s) to privatize portions of the Annual Emissions Report (AER) Program. This RFP will seek to identify contractor(s) that can prepare, distribute, collect, and compile annual emissions fee data. This bidding and pre-qualification process will ensure that AQMD is using the most cost-effective providers for the services and supplies. Funding of up to $250,000 is available in Planning and Policy's FY 1995-96 Budget for the project. This item was reviewed and approved by the Administrative Committee on September 22, 1995.

22. Recommendation to Award Bid for Development of a Methodology to Assess Geographic and Temporal Ozone Control Strategies for the South Coast Air Basin. (Liu)

At its August 8, 1995 meeting the Board approved the release of an RFP to perform a study on the Development of a Geographic and Temporal Ozone Control Strategy. Bids were reviewed by an evaluation panel and the most qualified bidder, ENVIRON International Corporation, is recommended to be awarded the contract, at a cost not to exceed $90,000. Funds have been allocated in Planning and Policy's FY 1995-96 Budget for this study. This item was reviewed and approved by the Stationary Source Committee on September 22, 1995.

23. Recommendation to Release a Request for Proposals for California Environmental Quality Act Analysis Assistance. (Liu)

This RFP is to secure services for the preparation of CEQA documents for AQMD projects. The consultant(s) will need to have expertise in analyzing environmental impacts resulting from various types of projects as well as knowledge of the rule development and adoption procedures of the AQMD. The estimated cost for needed consulting services is $150,000, which is available in the Planning and Policy's FY 1995-96 Budget. Staff recommends that an RFP be approved for the preparation of CEQA documents for AQMD projects. This item was reviewed and approved by the Administrative Committee on September 22, 1995.

25. Recommendation to Award Bid for Program Development to Simplify and Streamline Permitting Requirements (Broadbent) (909) 396-3789

On July 14, 1995 the Board approved the release of an RFP to seek outside contractors to develop a program to implement Item II of the Business Clean Air Partnership for simplification and streamlining of permitting requirements for most small businesses through the certification/registration program. An evaluation panel has reviewed all proposals received in accordance with established criteria and the AQMD policy on consultant selection. Staff recommends that the Board award a bid for an amount not to exceed a total of $75,000. Funding for this work has been allocated in the Stationary Source Compliance FY 1995-96 budget.

26. Recommendation Regarding Memoranda of Understanding With the Federation of Public Sector Workers (Nikkila) (909) 396-3010

28. Recommendation to Pre-Qualify Vendors to Provide Various Non-Consultant Services and Supplies. (Jason) (909) 396-2065

On June 9, 1995, the Board approved the release of RFQs to solicit bids from various vendors who can pre-qualify to provide AQMD with various non-consultant services and supplies. This recommendation is to pre-qualify vendors for the purchase of outside printing services and vehicle repair/maintenance. This item was reviewed and approved by the Administrative Committee on September 22, 1995.

Pursuant to the Board Resolution adopted on April 14, 1995, staff will present the first quarterly report on amended Rule 1501 and the new Rule 1501.1 - Alternatives to Work Trip Reduction Plans. The Board will also receive comments on all aspects of the employer trip reduction/emissions equivalency programs. This item was reviewed and approved by the Mobile Source Committee on September 15, 1995.

37. Adopt Proposed Rule 2100 - Registration of Portable Equipment (Broadbent) (909) 396-3789

The proposed rule would establish an inter-district registration program for certain portable equipment. The public hearing in July was continued to October 13 after public testimony identified a number of issues, including Assembly Bill 531, that would directly affect the program. Staff has resolved most of the issues and the bill is expected to become law. Participation of other districts is now uncertain. Staff requests a continuance to November 17 to work with industry and the other districts to resolve these issues.

The public hearing on this item will be continued to the November 17, 1995 Board Meeting.

38. Amend Rule 431.1 - Sulfur Content of Gaseous Fuels (Coy) (909) 396-2434

Proposed amendments for Rule 431.1 include an extension of the compliance date for the
40 ppm sulfur compound limit for landfill gas and a daily average interim sulfur compound limit of 150 ppm for landfill gas; clarification of sulfur compound limits for small refineries; and exemption to allow non-RECLAIM SOx facilities to burn, purchase from, or sell to RECLAIM SOx facilities gaseous fuels with sulfur compounds in excess of applicable limits; increased flexibility to use monthly averaging or compliance for a facility or the aggregate and rule language cleanup."

39. Amend Rule 1610 - Old Vehicle Scrapping (Liu) (909) 396-2105

Proposed amendments have been developed to improve consistency between Rule 1610 and other recently-adopted AQMD regulations. Specifically, the proposed amendments will extend the life of Rule 1610 MSERCs from 3 to 5 years and allow for the generation of CO MSERCs to be consistent with Rule 1501.1. In addition, amendments to definitions and increased flexibility in the use of Rule 1610 MSERCs are proposed.

The proposed amendments launch two programs to provide incentives to low-emission facilities in the form of reduced annual operating permit renewal fees: (1) new high employment, low pollution (HELP) manufacturers that create more than 500 jobs, while producing half the emissions per employee identified in the AQMP for the Year 2010 goal for that industry, will be eligible for an annual operating permit renewal fee waiver for two years; (2) wood product coaters that achieve early compliance with Rule 1136 will get a 25 percent reduction in annual operating permit renewal fees in 1996.

The proposed amendment to Rule 310 would extend amnesty to facilities that reported 10 tons or more of emissions in 1993 for any equipment identified on Schedules A, A1 and B, in Table I of the Permit Fee Rule (Rule 301).

December 8, 1995:

-- Amend Rule 430 - Breakdown Provisions (Lockie)

The proposed amendment will change the existing rule by introducing language eliminating permit condition violations that occur as a direct result of a valid breakdown. Additionally, administrative language changes will make the rule consistent with current AQMD policies, and eliminate vague and ambiguous wording.

-- Amend Rule 1134 - Emission of Oxides of Nitrogen from Stationary Gas Turbines (Coy) (909) 396-2434

Proposed amendments will address SIP recommendations identified by the U.S. EPA and exempt existing gas turbines operated in the SEDAB, and in San Clemente Island.

-- Amend Regulation XX - Regional Clean Air Incentive Market (RECLAIM) (Leyden)

The proposed amendments will make changes suggested by EPA to receive SIP approval. Issues include: definitions, variances, NSR, Executive Officer discretion, test methods, and Economic Incentive Program showings. The proposal also reviews technologies for glass melting furnaces, gray portland cement kilns, steel slab reheating, metal melting furnaces, and hot mix asphalt. Revisions will be proposed for year 2000 emission factors for some of these industries. Additionally, staff has made rule clarifications and proposed two exemptions from RECLAIM for ski resorts and San Clemente Island.
