Set Public Hearings to Consider Amendments to the AQMD's Rules
and Regulations, and to Adopt Any Necessary California
Environmental Quality Act Documentation for the Following Rules:
The proposed amendment has been developed to implement the
Emission Reductions from Organic Liquid Transfer and Loading Control
Measure of the 1994 AQMP and to correct deficiencies in the existing
rule as required by EPA. The amendment proposes to reduce VOC
emissions at large bulk loading facilities, and to establish self-auditing
requirements for monthly leak inspections.
6. Amend Regulation XXX -Title V Permits and Amend Rule 518 - Hearing Board Procedures for Title V Facilities (Leyden) (909) 396-3120
The proposed amendments to Regulation XXX and Rule 518 are
needed to address changes identified by EPA as necessary to obtain
interim program approval. These changes include: (a) using a facility's
Potential to Emit rather than reported actual emissions to determine
if a facility is a major source five years after program approval
unless a SIP-approved District rule is adopted, in the future,
to exempt these sources from Title V; (b) moving variance provisions
from Regulation XXX to Rule 518; (c) clarifying that NSR permits
must meet all necessary Title V compliance requirements at the
time of issuance; and (d) reducing the emissions cutoff for group
processing of minor permit revisions.
The proposed amendments will require that degassed tanks be
sent to a certified site for scrapping and will make the rule
applicable to tanks that have been relocated prior to degassing.
8. Amend Rule 1166 - Emissions from Decontamination of Soil (Fray)
Amendments are proposed to prevent tank removal sites from
being abandoned and left to pollute over the long term. Procedures
to be followed upon discovering contaminated soil will be clarified.

10. Response to the Triennial Performance Audit of the AQMD for
(Pearce)
Fiscal Years 1991-92, 1992-93, 1993-94 (909) 396-2828
Health and Safety Code Section 40453 requires the AQMD to contract
with a qualified firm every three years to conduct a performance
audit of AQMD activities. The audit report was presented to the
Governing Board on March 10, 1995. Staff prepared a response to
the findings noted in the Triennial Performance Audit. This recommendation
was reviewed and approved by the Administrative Committee on April
21, 1995.
11. Recommendation Regarding a Request for Proposals for Demonstration of Alternative Fuels in Commercial Rental Fleet Operations
(Lloyd) (909) 396-3245
This Request for Proposals (RFP) would support the introduction
of Alternative Fuel Vehicles (AFVs) into daily rental car fleets
by co-funding the installation of fueling stations and documentation
of the AFVs in rental car service. The rental car industry purchases
a large number of new vehicles annually, has an accelerated vehicle
fleet turnover, and provides a stable supply for the used car
market in Southern California. The ARB has estimated that rental
car and leasing companies may account for as much as 90 percent
of the total fleet sales annually. The rental car industry yields
significant buying power that would assist the expansion of the
alternative fuels marketplace. The accelerated purchase of AFVs
supports the development of public refueling and original equipment
servicing infrastructures. Staff recommends releasing an RFP in
an amount not to exceed $500,000 for the demonstration of AFVs
in commercial rental fleets. The RFP specifies a minimum of 50
percent cost-sharing from the proponents. This recommendation
was reviewed and approved by the Technology Committee on April
12, 1995.
12. Recommendation Regarding a Request for Proposals for the Demonstration
of Alternative Fuels in Heavy-Duty Trucks (Lloyd)
This RFP solicits demonstration projects in support of the
1994 AQMP Control Measures #94MON-06, "Emissions Reduction
Credit for Heavy-Duty Trucks" and #94MON-08, "Further
NOx Reductions for Heavy-Duty Engines." Heavy-duty trucks
(HDT) account for 4 percent of the vehicle population in California,
but contribute nearly 50 percent of the NOx emissions and over
80 percent of the on-road particulate matter as projected by the
ARB for the year 2010. As a result, NOx emissions from heavy-duty
vehicles are a substantial barrier to attaining air quality standards.
The objective of this RFP is to develop and demonstrate the use
of clean fuel engines capable of being certified at or below 2.5
g/bhp-hr NOx. Staff recommends releasing this RFP for an amount
not to exceed $1,000,000. This RFP specifies a minimum of 50 percent
cost-sharing from the participating agencies and companies. This
recommendation was reviewed and approved by the Technology Committee
on April 12, 1995.
13. Recommendation to Cosponsor the Development and Demonstration
of a Natural Gas Retrofit Kit for Heavy-Duty Engines (Lloyd)
The 1994 AQMP emphasizes the use of alternative transportation
technologies as an air quality attainment strategy. Although alternative
fuels, such as natural gas, can provide significant emissions
benefits when used in heavy-duty engines, availability of new
natural gas engines is very limited and costly. Staff proposes
cosponsoring the development and demonstration of a natural gas
retrofit kit for heavy-duty engines with Thermo Power Corporation,
Tecogen Division. Total cost of this effort is $1,385,004, with
AQMD funding not to exceed $156,755. The emissions goal for the
proposed retrofit kit is 2.5 grams NOx per brake horsepower-hour,
less than one-half the current standard for new engines. This
recommendation was reviewed and approved by the Technology Committee
on April 12, 1995.
14. Recommendation to Cosponsor Phase III Development and
Demonstration of Fleet Electric Vehicles (Lloyd)
Motive, a Southern California company, has initiated a four-phase,
multi-year project to develop and demonstrate a new fleet electric
mini-van based upon the Japanese "Kei" class van. This
narrow mini-van is used in Japan and Europe for commercial applications
but not in the US. This project involves conversion of new, incomplete
Subaru mini-vans to electric drivetrains. The AQMD cosponsored
the successful bidding of the first prototype during Phase II
($50,000). Staff now recommends that $250,000 be approved to cosponsor
Phase III ($3,000,000) which involves final design and safety
certification of the electric mini-van. Other cosponsors for this
phase are Motive ($2,400,000), Subaru ($250,000) and Delco Propulsion
Systems ($100,000). This recommendation was reviewed and approved
by the Technology Committee on April 12, 1995.
15. Recommendation Regarding a Request for Proposals for Assistance
in Conference Coordination (Lloyd)
The AQMD utilizes a number of technology transfer mechanisms
including conferences, workshops and seminars to showcase advanced
air pollution control technologies and clean fuels options. As
AQMD resources are inadequate to support all facets of such technology
transfer efforts, staff is seeking authorization to release a
RFP in the amount of $95,000 for assistance in the organization
and conduct of the AQMD's 2nd International Conference on Fuel
Cells. This recommendation was reviewed and approved by the Technology
Committee on March 8, 1995.
16. Status Report on AQMD Listing of Environmental Documents and Lead Agency Projects Received by the AQMD for Review and Comment

This report provides a monthly listing of environmental documents
received by the AQMD, and a summary of projects for which the
AQMD is preparing environmental documentation. AQMD review and
comment are subject to the screening criteria established by the
Governing Board in March 1990. This document also evaluates the
Lead Agency response to AQMD comments.
17. Recommendation to Award Bid to Support the AQMD's Assessment
of Competitiveness Impacts of Air Quality Regulations (Broadbent)
At its December 9, 1994 meeting, the Board approved the recirculation
of a RFP regarding assessing the impacts of air quality regulations
on business competitiveness. Based on a review of the submitted
proposals, staff recommends that the Board award a contract to
the successful bidder as outlined. Funding is included in the
FY 1994-95 Budget. This recommendation was reviewed and approved
by the Administrative Committee on April 21, 1995.
18. Review of Rule 1610 - Old Vehicle Scrapping (Broadbent)
At its February 1994 meeting the Board directed staff to report
back on the implementation of this rule, adopted in January 1993
and amended in February 1994. Staff has prepared a report which
reviews Rule 1610 program activities over the past year and analyzes
the impacts of the 1994 amendments on the procurement, cost, and
processing of old vehicles.
19. Recommendation to Award Bids for Systems Development Services

At its June 10, 1994 meeting, the Board approved awarding bids
for systems development services to Accurate Information Systems,
Inc. and Telos Consulting Services. These contracts are basic
ordering agreement arrangements, where individual task orders
are issued on an as-needed basis. Accurate Information Systems,
Inc. has opted to discontinue conducting business in the State
of California, consequently, an alternate contractor is required.
Staff recommends executing a contract with Mosakin Corporation,
the next highest ranking company from the original bidder's list,
to continue performing the required systems development contract
work. This recommendation was reviewed and approved by the Administrative
Committee on April 21, 1995.
20. Recommendation to Provide Future Update Training Session to Employee Transportation Coordinators as Required by Rule 1501

As its April 7, 1995 meeting, the Mobile Source Committee recommended
that the Board review how the administrative support of update
training sessions for employee transportation coordinators will
be handled upon the expiration of the current contract on June
30, 1995. Currently a contractor makes arrangements to provide
classroom spaces, pre-registration materials, enrollment and confirmation
of attendees, while District staff provides the instructors.
21. Rule Forecast Report (Leyden) (909) 396-3120
22. Report to the Governing Board on Compliance of RECLAIM
with Federal New Source Review Requirements (Leyden)
Rule 2005(j) requires the Executive Officer to report to the
Governing Board, by May of each year, on the effectiveness of
RECLAIM New Source Review (NSR) in meeting the federal NSR requirements
for the preceding year. This report details the AQMD's success
in meeting federal NSR requirements for 1994.
23. Recommendation to Receive and Appropriate Funds from the Air Resources Board for the Operation of Monitoring Sites for the Children's Health Study in the South Coast Air Basin

The ARB has asked the AQMD to assume the operation of eight
monitoring sites established for its ten-year Children's Health
Study. ARB will provide $150,000 in the first year to take over
the operations of the stations. Staff recommends that the Board
recognize the $150,000 from ARB and appropriate these funds to
the Applied Science and Technology FY 1994-95 Budget. This recommendation
was reviewed and approved by the Administrative Committee on April
21, 1995.
24. Recommendation to Award Bid for Third Party Administrator
to Administer the AQMD's Workers' Compensation and General Liability Programs

On November 18, 1994, the Board approved an RFP for third party
administrators to administer the AQMD's Workers' Compensation
and General Liability Programs. Bids are being evaluated and staff
will be recommending awarding the bid to the most qualified bidder.
This recommendation was reviewed and approved by the Administrative
Committee on April 21, 1995.
25. Status Report Regarding Implementation of the Business Clean Air Partnership

25(A) Recommendation to Approve Funding for a Backup Project as
an Amendment to the Fiscal Year 1994-95 AB 2766 Discretionary Work Program
and Authorize the Board Chairman to Execute an Agreement

When the Mobile Source Air Pollution Reduction Review Committee
(MSRC) submitted its FY 1994-95 AB 2766 Discretionary Work Program
to the Governing Board for approval, the MSRC also included a
backup list of projects eligible for funding in case additional
revenues became available. In fact, the MSRC has identified at
minimum an additional $500,000 revenue. Consequently, on April
27, 1995, the MSRC approved $504,000 in funding for the first
project on the backup list which provides differential funding
for the City of Los Angeles/Department of Transportation to purchase
five electric buses. Final funding approval of this backup project
must be obtained from the Governing Board since it is part of
the FY 1994-95 AB 2766 Discretionary Work Program. Therefore,
this recommendation is to request that the Governing Board approve
an amendment to the FY 1994-95 AB 2766 Discretionary Work Program
to include the City of Los Angeles/Department of Transportation
Proposal #3-8 with $504,000 in funding and authorize the Chairman
of the Board to execute an agreement for this project.

35. Adoption of the Executive Officer's Fiscal Year 1995-96 Budget
(Lents) (909) 396-2100
This transmits the required appropriations and reserves necessary
to adopt the proposed budget. This recommendation was reviewed
and approved by the Administrative Committee on April 21, 1995.
36. Amend Regulation III - Fees (Leyden) (909) 396-3120
Regulation III - Fees sets fee rates and schedules and is amended
annually to support AQMD activities and operations, subject to
a revenue cap imposed by SB 802 (Lewis). Although California Health
and Safety Code Sections 41510.5 and 40523 authorize AQMD to increase
fees consistent with annual increases in the California Consumer
Price Index (CPI), AQMD recognizes that the recent economic recession
has adversely affected this region. For this reason, staff proposes
no across-the-board CPI-based fee increase for Fiscal Year 1995-96.
Proposed amendments to Rule 301 - Permit Fees include new fee
categories in Table I for 20 new equipment/processes; modification
of an additional 15 equipment/processes in Table I, resulting
in a fee decrease; and the inclusion of permit processing fees
for Non-Road Engines, Qualifying Engines, and Statewide Equipment.
Clarifying language is proposed in additional amendments to Rule
301 and in amendments to Rules 303, 306, 307 and 308.
The proposed amendments will clarify the cleaning of medical
devices, polyester resin operations, and flexographic and gravure
printing. In addition, the rule will be amended to include a de
minimis level of solvent usage that will be exempt from the rule.
The necessary CEQA documentations are included.
38. Amend Rule - 1107 - Coating of Metal Parts and Products; and
Amend Rule - 1115 - Motor Vehicle Assembly Line Coating Operations
(Lockie)
The proposed amendments will address SIP deficiencies identified
by the U.S. EPA, including the reduction of VOC limits for some
coating categories.
CONSENT CALENDAR CONTINUED (Items 39 through 42; Recommend
Approval):
39. Recommendation to Cost-Share the Development of a Methanol Refueling Network
(Lloyd) (909) 396-3245
There are approximately 7,500 fuel flexible vehicles operating
in Southern California. That number is expected to increase to
more than 15,000 in the next three years. There are currently
34 public methanol refueling stations in Southern California.
The proposed contract is a joint effort between the AQMD and the
California Energy Commission to establish up to 15 additional
sites in the next two years. Staff recommends award of a sole-source
contract to Acurex Environmental Corporation, not to exceed $510,000,
($410,000 Fiscal Year 1994-95, and $100,000 FY 1995-96) for the
development of a methanol refueling network in Southern California.
This recommendation was reviewed and approved by the Technology
Committee on April 12, 1995.
40. Recommendation Regarding a Request for Proposals for Personal Computer, Local Area Network and Wide Area Network
Replacement and Repair Services (Mathur)

Through a competitive bid process, the District is seeking
to pre-qualify vendors capable of providing various services and
supplies to keep the personal computer (PC) infrastructure operative.
Vendors selected will be the source for hard disk, printer, modem
and other telecommunication subsystem repairs. They will also
be the suppliers for routine PC, WAN (Wide Area Network), LAN
(Local Area Network) repair and installation parts required for
FY 1995-96. This bidding and pre-qualification process will ensure
that the District is using the most cost-effective providers for
these services and supplies. Funds have been allocated in the
FY 1995-96 Information Management Budget. This recommendation
was reviewed and approved by the Administrative Committee on April
21, 1995.
41. Recommendation Regarding a Request for Proposals for Library Services and Supplies (Mathur)

Through a competitive bid process, the District is seeking
to pre-qualify vendors providing various library services and
supplies. Vendors selected will be issued blanket purchase orders
for the acquisition, cataloging, and shelf preparation of books,
periodicals, and other printed and multi-media materials in the
District's library during FY 1995-96. The use of blanket purchase
orders facilitates acquisition of books, articles, paper, and
reports, and reduces the labor required to type and process prepaid
purchase orders. This bidding and pre-qualification process will
ensure that the District is using the most cost-effective providers
for these services and supplies. Funds have been allocated in
the FY 1995-96 Information Management Budget. This recommendation
was reviewed and approved by the Administrative Committee on April
21, 1995.
42. Recommendation Regarding a Request for Proposals for the
Enhancement of the Facility Permit Processing Software and Database
(Mathur)
District staff has designed and developed a facility permit
database and user interface to support issuance of permits to
RECLAIM facilities. Staff proposes to obtain the services of a
consultant to further enhance the existing software and user interface
to accommodate the permitting requirements of the federal Title
V and RECLAIM programs. These enhancements will further streamline
day-to-day permit processing activities. This contract will not
exceed $400,000. Funds have been allocated in the FY 1995-96 Information
Management Budget. This recommendation was reviewed and approved
by the Administrative Committee on April 21, 1995.
