Administrative Policy and Procedure No. 20 provides for the Board to delete from the equipment inventory items that are damaged, missing, obsolete, or ready to be salvaged. Missing items are determined from the periodic physical inventories conducted by the various organizational units. Authorization is being requested to remove these items from the AQMD equipment inventory. This item was reviewed and approved by the Administrative Committee on November 16, 1995

8. Approve the Fiscal Year 1995-97 AB 2766 Discretionary Work Program and Authorize the Board Chairman to Execute Agreements for Fiscal Year 1995-96 AB 2766 Discretionary Fund

It is estimated that approximately $25 million in vehicle registration fee revenues will be available in the AB 2766 Discretionary Fund in FYs 1995-96 and 1996-97. On November 9, 1995, the MSRC adopted a two-year AB 2766 Discretionary Work Program. This Work Program allocates funds to projects in three categories: 1) Alternate Fuels Projects: Public Transit Fleets, School Bus Fleets, and Heavy-Duty Vehicles; 2) Special Projects: Rail Feeder/Rail Station Distribution, Transportation Control Measures, and Research and Development; and 3) Zero-Emission Vehicle "Quick Charge" Outreach Coordinator. Target funding for these categories are as follows: 1) Alternate Fuels Projects--$9.5 million; 2) Special Projects--$5.5 million; and 3) ZEV "Quick Charge" Program--$7 million. The remaining $3 million has been set aside to fund other focused areas which the MSRC is currently exploring in addition to administrative and statutorily required costs. The MSRC requests that the Board approve the MSRC's FY 1995-97 AB 2766 Discretionary Work Program and authorize the Chairman of the Board to execute agreements for FY 1995-96 AB 2766 Discretionary Fund.

Technology Advancement administers and manages the State-mandated Clean Fuels Program to support and promote the development, demonstration, and ultimate commercialization of advanced clean fuels and low-emission technologies. To cover the broad range of technologies being developed with sufficient technical understanding and project oversight, staff relies on the technical assistance and support of a number of uniquely qualified contractors. Staff recommends award of level-of-effort contracts with three consultants. The total proposed amount of funding for these three contracts is $130,000. This item was reviewed and approved by the Technology Committee on November 9, 1995.

11. Award Contract to Acquire a Source Apportionment Dispersion Model for the South Coast Air Basin

At its October 13, 1995 meeting, the Board approved the release of an RFP to acquire a Source Apportionment Dispersion Model for the South Coast Air Basin. Proposals were reviewed by an evaluation panel and the most qualified bidder,California Institute of Technology, is recommended to be awarded the contract, at a cost not to exceed $75,886. Funds have been allocated in the FY 1995-96 Planning and Policy, Professional and Special Services Budget for this study.

12. Award Contracts to AeroVironment, Inc. and Ryan-Belanger Associates for AB 2588 Health Risk Assessment Support

The Board approved release of an RFP to solicit bids for an Air Toxics "Hot Spots" (AB 2588) Health Risk Assessment pilot program at the September 8, 1995 meeting. This program will provide businesses with a lower cost alternative for complying with the risk assessment requirements of the AB 2588 program. Seven proposals were received from firms providing environmental services and two bids are recommended to be accepted. Contractors will be paid by funds from affected facilities and passed through the AQMD. The value of each contract is not expected to exceed $150,000. This item was reviewed and approved by the Administrative Committee on November 16, 1995.

13. Amend the Agreement for Employee Relations Litigation and Negotiation Services

This recommendation is to amend the amount of the Goldstein, Kennedy & Petito contract by an additional $64,667 for extraordinary litigation expenses involving lawsuits arising from cases alleging discrimination. This item was reviewed and approved by the Administrative Committee on November 16, 1995.

14. Lease Business Computer Hardware and Software

On June 9, 1995 the Board approved the release of an RFP for new business computer hardware and software. This RFP identified the hardware and software required to replace AQMD's Data General Aviion computer systems. As a result of this RFP, staff is now recommending that a lease be executed with American Technology Credit and Computer Associates, in an amount not to exceed $798,379.80 and $435,036 respectiviely, per year for four years. To begin this lease, $200,000 was allocated in the FY 1995-96 Budget. This item was reviewed and approved by the Administrative Committee on November 16, 1995.

15. Establish List of Pre-Qualified Vendors to Provide Compressed Gases and Cryogenics

On September 8, 1995, the Board approved the release of an RFQ to solicit bids to develop a list of pre-qualified vendors from whom the AQMD may obtain needed compressed gases and cryogenics. In response to the RFQ, eight bids were received and subsequently reviewed. Staff is recommending all eight vendors be placed on a pre-qualified vendor list for the purchase of compressed gases and four vendors be placed on a pre-qualified vendor list for cryogenics for AQMD use for the remainder of FY 1995-96 and for the entire FY 1996-97. This item was reviewed and approved by the Administrative Committee on November 16, 1995.

On June 9, 1995 the Board approved the release of RFQs to solicit bids from various vendors in order to establish a list of pre-qualified vendors from whom the AQMD may purchase various non-consultant services and supplies. Staff is recommending several vendors to be placed on a pre-qualified vendor list for the purchase of office supplies for the remainder of FY 1995-96 and for the entire FY 1996-97. This item was reviewed and approved by the Administrative Committee on November 16, 1995.

17. Cosponsor the Demonstration of Prototype Residential Fuel Cell Systems

The objective of this project is to facilitate the introduction of fuel cells to the residential market. In Phase I of this project, conducted by Polydyne Inc., the AQMD co-sponsored the development of market and technical specifications for residential fuel cells. The Small-Scale Fuel-Cell Commercialization Group (SFCCG), a non-profit consortium consisting of electric and gas utilities, was formed to conduct the Phase II field demonstration of these residential fuel cells in conjunction with Polydyne. Staff recommends funding up to $140,000, out of a total program cost of approximately $1,680,000 for this demonstration. This item was reviewed and approved by the Technology Committee on November 9, 1995.

18. Sponsor a Study to Evaluate Particulate Pollution Impact on Morbidity Among California Kaiser Permanente Members Who Reside in the South Coast Air Basin

The EPA has awarded the AQMD $145,000 to fund a study proposed by the Kaiser Foundation Research Institute. The objective of this study is to evaluate the health impact on the Basin's population from ambient particulate pollution (PM10 and 2.5), and to determine the extent to which co-pollutants such as ozone modify the effects. The study population shall consist of Kaiser Permanente members. The incidence of acute respiratory and cardiac illness shall be evaluated. Staff has publicly noticed receipt of these EPA funds and recommends award of a contract to the Kaiser Foundation Research Institute in an amount not to exceed $145,000. This item was reviewed and approved by the Technology Committee on November 9, 1995.

19. Status Report on Lead Agency Projects and Environmental Documents Received by the AQMD

The proposed amendments to Regulation XIII will address state and federal NSR regulatory requirements. This proposal will replace the Community Bank with a four tons per year exemption level; define the equivalency demonstration process; narrow exemptions; streamline trading zones; forgive exempt emission increases resulting from the transition out of ozone-depleting compounds. The proposed amendments will also address internal combustion engines to be consistent with EPA's national requirements.

30. Adopt Proposed Rule 2100 - Registration of Portable Equipment

The proposed rule would establish an inter-district registration program for certain portable equipment. The public hearing in July was continued after public testimony identified a number of issues, including Assembly Bill 531, that would directly affect the program. Staff has clarified language in the rule on filing for registration and in the staff report on the definition of a project. Internal combustion engines used on marine dredges have been added as an eligible source. In addition, staff proposes the rule to be an interim measure for internal combustion engines until state regulations for these sources go into effect.

32. Amend Rule 1134 - Emission of Oxides of Nitrogen from Stationary Gas Turbines

The proposed amendments will address SIP recommendations identified by the U.S. EPA and exempt existing gas turbine units in SEDAB which are used for pipeline gas transfer and units in SEDAB and on San Clemente Island which are rated below 4 MW and which operate less than 877 hours per year. In addition, the amendments include minor clarifying modifications to the rule.

The rescinding of Rule 1129 and proposed amendment of the other coating rules are necessary to make AQMD rules consistent with Section 41712 of the state Health and Safety Code which prohibits local districts from enforcing or regulating VOC limits on aerosol coatings. In addition, the proposed amendment of the definition of "exempt compounds" in each rule will reference Rule 102 - Definition of Terms, to provide a consistent definition between rules.

34. Adopt Proposed Rule 118 - Emergencies

The proposed rule is in response to public concern regarding the potential need for emergency support, extended hours of operation, or additional equipment not permitted by the AQMD in the event of a State of Emergency. The proposed rule will allow the Executive Officer the discretion to suspend AQMD rules and regulations in the event of a Governor-declared State of Emergency. The suspension would be specific to the needs and circumstances of the emergency and may apply only to specific areas of the South Coast Air Basin. This item was reviewed and approved by the Stationary Source Committee on October 27, 1995.

35. Amend Regulation XX - Regional Clean Air Incentive Market (RECLAIM)

The proposed amendments will make changes suggested by EPA to receive SIP approval. Issues include: definitions, variances, NSR, Executive Officer discretion, test methods, and Economic Incentive Program showings. The proposal also reviews technologies for glass melting furnaces, gray portland cement kilns, steel slab reheating, metal melting furnaces, and hot mix asphalt. Revisions will be proposed for year 2000 emission factors for some of these industries. Additionally, staff has made rule clarifications and proposed two exemptions from RECLAIM for ski resorts and San Clemente Island.

36. Adopt Proposed Rule 2202 - On-Road Motor Vehicle Mitigation Options and Rescind Rules 1501 and 1501.1

At its October 13, 1995 meeting, the Board directed staff to return in December with a new rule designed to replace Rules 1501 - Work Trip Reduction Plans and Rule 1501.1 - Alternatives to Work Trip Reduction Plans. Proposed Rule 2202 would provide employers with a menu of emission reduction options, which employers can choose to reduce mobile source emissions in order to meet their site-specific emission reduction target. The proposed rule would also include optional participation in an Air Quality Investment program and the voluntary use of employee commute reduction activities as alternative compliance options. Proposed Rule 2202 is designed to result in equivalent emission reductions to implementation of Rules 1501 and 1501.1.
