3. Report of the Public Advisor, Small Business Assistance, and

This report highlights the activities of the Public Advisor,
Small Business Assistance and Economic Development Office for
the month of February 1995.
4 - 5. Set Public Hearings on May 12, 1995, to Consider Amendments
to the AQMD's Rules and Regulations, and to Adopt Any Necessary California Environmental Quality Act Documentation for the following Rule and Regulation:
(4) Amend Regulation III - Fees (Leyden) (909) 396-3120
Regulation III - Fees sets fee rates and schedules and is amended
annually to support AQMD activities and operations, subject to
a revenue cap imposed by SB 802 (Lewis). Although California
Health and Safety Code Sections 41510.5 and 40523 authorize AQMD
to increase fees consistent with annual increases in the California
Consumer Price Index (CPI), AQMD recognizes that the recent economic
recession has adversely affected this region. For this reason,
staff proposes no across-the-board CPI-based fee increase for
Fiscal Year 1995-96. Proposed amendments to Rule 301 - Permit
Fees include new fee categories in Table I for 20 new equipment/processes;
modification of an additional 15 equipment/processes in Table
I, resulting in a fee decrease; and the inclusion of permit processing
fees for Non-Road Engines, Qualifying Engines, and Statewide Equipment.
Clarifying language is proposed in additional amendments to Rule
301 and in amendments to Rules 303, 306, 307 and 308.
(5) Amend Rule - 1107 - Coating of Metal Parts and Products; and Amend Rule - 1115 - Motor Vehicle Assembly Line Coating Operations (Lockie) (909) 396-2390
The proposed amendments will address SIP deficiencies identified
by the U.S. EPA, including the reduction of VOC limits for some
coating categories
6. Recommendation to Amend the Conflict of Interest Code of the
South Coast Air Quality Management District (Greenwald) (909) 396-2303
On February 10, 1995 the Board established the position of
Board Member Consultant. The Board also directed staff to notice
an amendment of the AQMD's Conflict of Interest Code to enumerate
Board Member Consultant as a designated position. Board Member
Consultants, as designated positions, will be required to file
Statements of Economic Interest pursuant to the Code and comply
with Conflict of Interest provisions of the Political Reform Act.
7. Annual Report on Regulatory Activities for Preceding Calendar
Year 1994 Pursuant to Section 40452 of the California Health & Safety Code and Annual Report on Emission Reduction Credit Transactions Pursuant
to Section 40709.5 of the California Health & Safety Code (Eichhorn) (909) 396-3240
SB 1928 requires the AQMD to provide to the California Legislature
an annual summary of the AQMD's regulatory activities for the
preceding calendar year. This report includes the following:
a summary of each major rule and rule amendment adopted by the
AQMD Board; the AQMD's engineering activities; and an overview
of the AQMD's budget and budgetary process. Also included, although
not required by law, is information on the activities of the Public
Advisor's Office and information on the activities of the Technology
Advancement Office.
8. Recommendation to Cosponsor an Epidemiologic Investigation to Identify Chronic Health Effects of Ambient Air Pollutants in Southern California (Lloyd) (909) 396-3245
The California Air Resources Board (ARB) has initiated a large-scale,
eight-year long follow-up research project to address one of the
critical public health issues--the chronic health impact of air
pollution on children living in Southern California. The project
will study children in twelve Southern California communities,
eight of which are located within the boundaries of the SCAQMD.
During the project, approximately 5,400 children enrolled in
the fourth, seventh and tenth grades will be followed for up to
eight years to determine the impact of Southern California air
pollution on children's health status and the specific pollutant
or combination of pollutants (including the ambient concentration)
responsible for the effects observed. Funding approved by the
ARB for the project period between March 1995 through August 1998
is $5,260,000. AQMD funding in the amount of $200,000 is proposed.
The California Air Resources Board (ARB) has initiated a large-scale,
9. Recommendation to Cosponsor the Development and Demonstration
of Energy Efficient, Ultra-Low NOx Industrial Gas Burners (Lloyd)
The development of low NOx burners has progressed to meet current
AQMD rules for boilers and heaters. RECLAIM provides a market
opportunity for more advanced, ultra-low-emission burners to be
developed and applied. The objective of the proposed project
is to develop and demonstrate, in a cooperative industry, government,
and university effort, advanced burner designs that could achieve
10 ppm NOx without exhaust gas after-treatment. Staff recommends
that up to $300,000 be authorized to support this three-year program
by the University of California, Irvine. This $3.4 million program
is being cosponsored with the California Institute for Energy
Efficiency, Southern California Gas Company, ARB, Coen Burner
Company, and North American Manufacturing Company.
10. Recommendation Regarding a Request for Proposals for Assistance in Conference Coordination (Lloyd)
The AQMD utilizes a number of technology transfer mechanisms
including conferences, workshops and seminars to showcase advanced
air pollution control technologies and clean fuels options. As
AQMD resources are inadequate to support all facets of such technology
transfer efforts, staff is seeking authorization to release a
RFP in the amount of $95,000 for assistance in the organization
and conduct of the AQMD's 2nd International Conference on Fuel
Cells.
11. Recommendation to Cosponsor the Demonstration of Liquefied Natural Gas in Heavy-Duty Trucks (Lloyd)
The 1994 AQMP emphasizes the use of alternative transportation
technologies as an air quality attainment strategy. Heavy-duty
trucks represent 4 percent of the vehicle population in California,
but contribute nearly 50 percent of the NOx and over 80 percent
of the on-road particulate matter. Staff proposes cosponsoring
a multi-vehicle demonstration of liquefied natural gas in heavy-duty
trucks. Total cost of the demonstration is approximately $2,498,366,
with proposed AQMD cost-sharing of $200,000.
12. Recommendation Regarding a Request for Proposals for Demonstration of Airport Ground Support Equipment Electrification (Lloyd)
The RFP solicits demonstrations in support of the 1994 AQMP
Control Measure #94MOF-06, "Control of Emissions From Aircraft
and Ground Support Equipment (GSE)." Except for ground access
vehicles, major airport-related emission source categories include
aircraft and GSE. GSE operations include a variety of equipment
that services commercial aircraft while unloading and loading
passengers and freight at the airport. Airports are an ideal
application for electric vehicle (EV) technologies such as batteries
and fuel cells. For battery-powered EV's, the relatively short
mileage range between charges is not an issue and airport vehicles
typically follow predictable routes. Fuel cells can provide direct
power for EVs in GSE applications, or be used to generate near-zero-emissions
electricity to recharge battery EVs. Furthermore, most vehicles
used at airports spend considerable time idling and accelerating.
For gasoline and diesel, this means fuel is used inefficiently,
accompanied by significant emissions. Electric GSE would use
energy only when moving, resulting in a much cleaner and efficient
operation. Most airport GSE are currently unregulated. Staff
recommends releasing this RFP for a total amount not to exceed
$500,000.
13. Status Report on AQMD Listing of Environmental Documents and Lead Agency Projects Received by the AQMD for Review and Comment (Broadbent) (909) 396-3789
This report provides a monthly listing of environmental documents
received by the AQMD, and a summary of projects for which the
AQMD is preparing environmental documentation. AQMD review and
comment are subject to the screening criteria established by the
Governing Board in March 1990. This document also evaluates the
Lead Agency response to AQMD comments.
14. Eighth Semi-Annual Report of the Coachella Valley PM10 Technical Working Group (Broadbent)
As part of Resolution 90-49, adopting the 1990 State Implementation
Plan (SIP) for PM10 in the Coachella Valley, the AQMD Governing
Board established a Technical Working Group (TWG) to evaluate
technical information and to resolve technical issues encountered
during SIP implementation and its subsequent 1994 revision. One
of the requirements of the TWG is to prepare semi-annual progress
reports to the AQMD Governing Board and the Coachella Valley Association
of Government's Executive Committee. This is the eighth semi-annual
report and covers the period of July 1, 1994 through December
31, 1994.
15. Recommendation to Award a Contract to Enhance Marine Vessels
Emissions Inventory and Further Evaluate Specific Control Strategies
(Broadbent)
At its January 1995 meeting, the Board approved the release
of a RFP for a study to enhance marine vessels emissions inventory
and to further evaluate specific control strategies. A total
of twelve proposals were submitted to the AQMD and evaluated by
a panel comprised of AQMD staff and representatives from the EPA,
ARB, and the Ports. Staff recommends that the Board award the
contract to the successful bidder. Funding is included in Planning
and Policy's
FY 1994-95 budget.
In 1988 and 1990 the AQMD acquired Multiflow Trace computers
in order to run the Urban Airshed Model for ozone attainment demonstrations.
The Multiflow Corporation has ceased operations, and adequate
support for these computers can no longer be obtained. Staff
recommends replacement of these obsolete systems with a new Scientific
Computer. Funding of $100,000 has been identified in the FY 1994-95
Budget for this replacement.
17. Recommendation to Amend Contracts with Accurate Information Systems and Telos Consulting Services to Increase Funding for Systems Development Contract Work (Mathur) ( vinitam@aqmd.gov )
At its June 10, 1994 meeting the Board approved awarding bids
for systems development services to Accurate Information Systems,
Inc. and Telos Consulting Services. These contracts are Basic
Ordering Agreement arrangements, where individual task orders
are issued. Terms of the contracts are for a period of one year,
with optional renewals for two years thereafter. To award the
next set of task orders, staff recommends amending the contracts
to increase the amount of funding by $170,500 each for a total
increase of $341,000. Appropriate funds are available in the
FY 1994-95 budget of Planning, Transportation and Information
Management.
18. Recommendation to Award Bid for the Management of the Diamond Bar
Headquarters Child Care Center (Jason) (909) 396-2065
On November 18, 1994, the Board approved a Request for Proposals
to solicit qualified child care management firms for the Child
Care Center at the Diamond Bar Headquarters. This recommendation
is to award the bid to the most qualified bidder.
19. Rule Forecast Report (Leyden) (909) 396-3120
20. Recommendation to Release a Request for Proposals to Review or
Prepare the Air Toxics "Hot Spots" Information and Assessment
Act (AB 2588) Health Risk Assessments (Leyden)
This RFP seeks qualified contractors to assist the AQMD in
reviewing or preparing AB 2588 health risk assessments. Funds
for this RFP are available from the AB 2588 program. Qualified
contractors must be familiar with risk assessment guidelines and
procedures and have no conflict of interest. This RFP will accelerate
the health risk assessment approval process by having qualified
contractors review or prepare health risk assessments to augment
limited AQMD resources. More than one contractor may be selected
to satisfy part or all of this RFP.
21. Recommendation Regarding the AQMD's Program Cost Estimate
for Implementing the Air Toxics "Hot Spots" Information
and Assessment Act (AB 2588) During Fiscal Year 1995-96 (Lockie)
(909) 396-2390
The Air Toxics "Hot Spots" Information and Assessment
Act (AB 2588) requires air districts to transmit annually to the
ARB and AQMD Board-approved cost estimate for local program implementation.
This estimate will be combined with state projected costs to
set fees for next year's statewide program. The AQMD cost estimate
for FY 1995-96 is based on the three-year AQMD budget projection
and costs incurred during FY 1994-95. Staff recommends approval
of this cost estimate and its transmittal to ARB.
22. Recommendation Regarding a Request for Proposals for Small Business
Assistance Fund Consulting Services (Fray) (909) 396-3030
The AQMD is required, pursuant to state law, to guaranty and/or
help provide financial assistance for small businesses through
the Air Quality Assistance Fund (AQAF). Because of the complex
and highly-specialized nature of commercial loans, the services
of an outside financial consultant are critical have been used
since the AQAF program was initiated in March of 1991. The RFP
is for continued consulting services not to exceed $80,000 for
one year and $50,000 for an optional second year.
23. Recommendation to Execute Lease for South Bay Field Office
(Jason) (909) 396-2065
The AQMD field office in Cerritos houses staff who inspect
the nearby refineries. The lease on the office will expire March
31, 1995. Staff recommends leasing office space in the South
Bay area closer to the refineries. It is estimated that the cost
of a three-year lease will be $149,688.
23(A) Recommendation to Internalize AQMD's Legislative Functions
(Eichhorn) (909) 396-3240
Staff seeks to internalize the AQMD's legislative operations.
If approved by the Board, staff will take four specific actions.
First, staff will assume legislative representation in Sacramento.
Second, staff will create a classification for "Legislative
Program Analyst" and hire one individual in that class, using
a vacant position from the Stationary Source Compliance Division
currently classified as "Air Quality Inspector II".
Third, staff will retain temporary secretarial services to support
Sacramento legislative activities. Finally, funds in the amount
of $115,757 will be transferred from lobbying contracts in the
AQMD's proposed FY 1995-96 budget to the appropriate accounts
in Intergovernmental Affairs to cover these staffing changes.
The net fiscal effect of these changes will be a savings of $70,155
in FY 1995-96 and an additional savings of $34,968 in FY 1996-97.
31. Mobile Source Air Pollution Reduction Review Committee Report
and Recommendation to Amend the Fiscal Year to Amend the Staff:

Fiscal Year 1993-94 AB 2766 Discretionary Work Program (909) 396-3240
As part of its Fiscal Year 1993-94 AB 2766 Discretionary Work
Program, the Mobile Source Air Pollution Reduction Review Committee
created a program designed to encourage the county transportation
commissions to spend Surface Transportation Program, Intermodal
Surface Transportation Efficiency Act, and Air Quality Improvements
funds on transportation control measures. This ISTEA/TCM Partnership
Program allocated approximately $1 million to each of the four
commissions. At its meeting on March 23, 1995, the MSRC approved
an amendment to the ISTEA/TCM contract for the Orange County Transportation
Authority to delete 2 of 12 projects and add 1 new project. Since
the new project was not originally included as part of the FY
1993-94 AB 2766 Discretionary Work Program, this contract change
must be approved by the District Board.
32. Advisory Council Report and Recommendations on Market Incentives Task Force (Mikels)
On March 23, 1995, the Advisory Council adopted a white paper
to alert members of the District Board to issues that must be
addressed in framing the workplan for the joint SCAG/AQMD Market
Incentives Task Force, which was created by the District Board
as part of its adoption of the 1994 Air Quality Management Plan.
The degree to which these issues are addressed will determine
the adequacy of the Task Force study results as the basis for
AQMP control measures and emission reduction credits.
33. Recommendation Regarding Ad Hoc Committees (Mikels)
34. Recommendation to Implement a Business Clean Air Partnership

At its March 10, 1995 meeting, the Board asked the Executive
Officer to return with a proposal to streamline AQMD operations
by reducing red tape and making compliance with air quality regulations
less onerous to the business community. This proposal sets forth
several suggestions for Board consideration.

35. Adopt Proposed Rule 1501.1 - Alternatives to Work Trip
Reduction Plans (Wallerstein) (909) 396-3131
Proposed Rule 1501.1 is being proposed to provide equivalent
emissions reduction strategy alternatives to Rule 1501 - Work
Trip Reduction Plans. Proposed Rule 1501.1 would allow employers
the choice of implementing any combination of these alternative
strategies in lieu of complying with the requirements of Rule
1501.
At the November 18, 1994 meeting, the Board directed staff
to develop an amendment to Rule 1501 to streamline existing requirements.
The proposed amendment to Rule 1501 includes suggestions from
the Rule 1501 Task Force, and written and verbal input from the
public and AQMD staff. The proposed amendment will reduce administrative
requirements and costs to the regulated community and the AQMD.
